Join RMA for a walkthrough of a forthcoming member resource aimed at providing guidance to rural municipalities on the use of a Cost Calculation Model (CCM) within their Intermunicipal Collaboration Framework (ICF) negotiations. Bill 50 made several changes to ICFs, including the ability for municipalities to introduce a CCM into their negotiation process, if mutually agreed upon.
A CCM may be beneficial to help determine how to share costs on services included in an ICF. However, the legislation does not provide guidance on how to structure a CCM. To address this gap, RMA commissioned a member resource to provide guidance on the use and structure of a CCM for RMA members.
