The RMA’s Quasi-Judicial Agencies Committee held its second meeting on June 26
On June 26, 2023, the Quasi-Judicial Agencies Member Committee held their second meeting. This committee will run until September and will help gather information on several quasi-judicial agencies in Alberta, particularly how their approval processes impact rural municipal land use planning.
The following members are serving as district representatives:
- District 1: Kelly Christman, County of Newell
- District 2: Brent Ramsay, Red Deer County
- District 3: Doug Drozd, County of Barrhead
- District 4: Tyler Airth, Big Lakes County
- District 5: Cindy Trautman, Camrose County
- District 1 Director, Jason Schneider, Chair.
At this meeting, the committee focused on information gathering. This included meeting with two municipalities to discuss their experiences with project review and approval processes undertaken by the AER, AUC, and NRCB. These discussions supplement information that will be received through the member survey. The committee also met with a representative from the Canadian Renewable Energy Association (CanREA) to better understand the industry perspective on the project review process. Finally, the committee met with Brownlee LLP, who is working with the RMA to undertake a technical analysis of the legislation, regulations, rules, and directives that the quasi-judicial agencies follow, and how such processes impact municipal input into project approvals and the ability of the agencies to act in the public interest.
The committee plans to meet with specific quasi-judicial agencies and other relevant associations in July and August. The RMA will update members on the committee’s process and next steps periodically.
A survey on member experiences with quasi-judicial agencies has also been sent out to mayors, reeves, and CAOs and is accepting responses until July 11, 2023.
