The Councillor Accountability Framework was introduced in Bill 28 but details will be defined through regulation
Municipal Affairs is seeking input on the design of the Councillor Accountability Framework (CAF), which was added to the Municipal Government Act through Bill 28 in spring 2026. Earlier in July, Municipal Affairs hosted four in-person engagement sessions for municipal associations and some municipalities and is open to receiving input from all municipalities.
Early next week, RMA will share by email an engagement guide with members. The engagement guide is intended to support members in aligning local input with key themes and high-level priorities identified by RMA.
Municipal Affairs has also developed a discussion guide with a series of questions related to different aspects of the CAF. While it is not necessary for members to answer all (or any) of the questions directly, the discussion guide will provide context as to the various decision points and opportunities for input related to the development of regulations to support the implementation of the CAF.
The deadline for submissions is August 14. Input can be submitted by email to ma.engagement@gov.ab.ca.
