Provincial Intervention in Local Bylaws Undermines Municipal Autonomy 

NISKU, ALBERTA, OCTOBER 8, 2026 – This week, the Government of Alberta announced that it will require the cities of Edmonton and Calgary to amend their land-use bylaws and reverse locally determined approaches to residential development. 

Although this week’s action is focused on Alberta’s two largest cities, the precedent affects every municipality. Municipal councils are elected to make local decisions about planning, infrastructure, service delivery, and community development on behalf of their residents and property owners. The province should not use its legislative authority to overturn municipal bylaws simply because it disagrees with those decisions. 

RMA strongly opposed the 2024 changes to the Municipal Government Act that gave Cabinet broad authority to amend or repeal municipal bylaws. Today’s announcement confirms that those concerns were well founded. Provincial intervention of this kind undermines local democracy and represents a major step in the continued erosion of municipal autonomy.

Local councils are elected to make difficult decisions based on the needs, infrastructure, and priorities of their communities. When the province overturns those decisions from the top down, it weakens local democracy and creates uncertainty for every municipal government. Alberta’s continued growth depends on the province working with municipalities and respecting their authority to govern.”
