Innovation, Science and Economic Development Canada (ISED) has launched a public consultation on proposed amendments to the federal antenna tower siting requirements. The consultation also introduces reductions to reporting and other regulatory requirements for terrestrial spectrum licensees, including changes related to mandatory roaming and tower and site sharing.
According to ISED, the intent of these changes is to reduce regulatory burden on tower proponents while modernizing outdated processes to support the efficient deployment and construction of more wireless infrastructure, helping improve rural wireless coverage and close coverage gaps.
Given RMA’s historical advocacy around broadband and mobile wireless coverage in rural Alberta, these are laudable goals; however, these proposed changes may carry significant implications or create unintended consequences for rural municipal infrastructure planning, local autonomy, and the rights of rural landowners.
ISED’s consultation will remain open until July 16, 2026. More information and the engagement questions can be found on ISED’s website.
RMA is reviewing ISED’s consultation in detail to assess how the changes may affect municipal authority, public engagement, and local decision making, and will be making a written submission.
