Alberta Human Services Seeking Input on FCSS Regulation Review

Alberta Human Services is undertaking a review of the Family and Community Support Services (FCSS) Regulation, which provides the mandate and requirements for the operation of FCSS programs across the province. As part of this review process, Human Services is seeking input from FCSS members on how the regulation can be changed to better meet the needs of FCSS providers in rural communities.

In order to facilitate the feedback process, Alberta Human Services has provided an FCSS Regulation backgrounder, conversation guide, and feedback form, all of which are attached to this bulletin. Alberta Human Services has requested that municipalities provide input by completing the feedback form.

The Human Services review process has established several in scope and out of scope discussion topics for the review. Human Services has indicated that they will not be considering the out of scope topics during their analysis of input and proposal to the Minister. The items are as follows:

In Scope

  • Flexibility of FCSS providers to respond to their respective community needs
  • Capacity building in FCSS programs and community
  • Validate recommended changes from 2012 review
  • Challenges and opportunities facing the FCSS program

Out of Scope

  • The FCSS funding formula
  • The FCSS Act
  • FCSS in big city charters
  • 80/20 provincial/municipal partnership
  • FCSS services on Reserve

Please submit your completed feedback forms to AAMDC Policy Analyst Wyatt Skovron by email at wyatt.skovron@aamdc.com.The feedback will then be forwarded to Alberta Human Services. The deadline for submitting feedback is July 26, 2016.
