The engagement scope is limited to Closure Nomination changes, but a broader engagement is necessary.
In mid-October, the Alberta Energy Regulator (AER) began engaging on changes to section 4.2 – Closure Nominations within Directive 088: Licensee Life-Cycle Management that are intended to support the ongoing implementation and operationalization of closure nomination.
Since the engagement began, RMA has received feedback from multiple members with suggestions to improve Directive 088 more broadly. However, as the current engagement is limited in scope to section 4.2, many of these suggestions fall outside the scope of this review and are unlikely to be considered by the AER.
Given the feedback received, RMA recognizes that a broader engagement on Directive 088 is warranted. To address this, RMA will be requesting that the AER expand the scope of the current review beyond section 4.2 to include the entirety of Directive 088 and its associated manuals. The intent of this request is to ensure that the directive more effectively supports meaningful lifecycle management and closure activities, while also clarifying compliance and enforcement options when requirements are not met.
