Stormwater Planning & Engineering
- Support master drainage planning and infrastructure design for stormwater systems.
- Prepare technical and policy reports, drainage studies, and feasibility documents.
- Review engineering designs for compliance with municipal standards and best practices.
- Investigate flooding and drainage issues along storm and sanitary sewer systems.
- Liaise with municipal and provincial regulators for permitting and approvals.
Operations & Maintenance
- Execute and lead stormwater operations and maintenance programs.
- Develop Standard Operating Procedures (SOPs) and troubleshooting guides.
- Coordinate monitoring programs, inflow and infiltration studies
- Oversee weather station networks and annual sewer flow monitoring programs.
- Contribute to developing strategic O&M planning frameworks to optimize infrastructure lifecycle and reduce costs.
- Conduct inspections of stormwater infrastructure including CCC/FAC evaluations.
- Manage tank cleanouts and coordinate environmental sampling.
- Operate, monitor, and maintain relevant stormwater equipment and systems.
Stormwater Compliance & Inspection
- Perform field inspections to ensure compliance with County ordinances and erosion/sediment control measures.
- In conjunction with Enforcement, Issue notices of violation, stop-work orders, and provide recommendations for corrective action.
- Maintain up-to-date inspection records, prepare compliance reports, and coordinate with internal departments and external agencies.
- Provide technical support and guidance to developers, contractors, and property owners.
Environmental Protection & Watershed Planning
- Lead the development and updating of stormwater management plans, drainage basin and watershed plans.
- Support and manage initiatives related to inflow and infiltration reduction and risk mitigation.
- Collaborate with property owners and stakeholders to develop watershed protection and restoration plans.
- Provide technical input for environmental audits and corrective action planning.
- Serve as liaison with Federal, Provincial, and regulatory agencies related to stormwater and watershed protection.
Public Engagement, Education & Training
- Respond to public inquiries and complaints regarding drainage and stormwater concerns.
- Develop and deliver training for internal staff related to pollution prevention and permit compliance.
- Manage education and outreach programs on pollution prevention and best management practices (BMPs).
- Represent the municipality at public meetings, council presentations, and regional committees or panels.
Program Management & Administration
- Support the development of annual budgets for stormwater operations including monitoring, education, and compliance.
- Prepare and submit grant applications to support capital improvement projects.
- Lead or assist in updating policies, codes, and ordinances in alignment with stormwater permit requirements.
- Compile and submit annual reports such as the Stormwater Management Program Plan.
- Track and report on illicit discharges and inspection metrics in support of municipal compliance goals.
Administration of Utility Systems
- Monitor and administer third-party operation and maintenance contracts to ensure that County-owned infrastructure is operated in full compliance with applicable regulatory approvals.
- Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
- Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
- Perform other administrative duties and special projects as assigned.
