Summary

Reporting to the Supervisor, the Stormwater Specialist is responsible for planning and design support, operation, inspection, and compliance of municipal stormwater and drainage infrastructure. The role ensures regulatory compliance, manages public inquiries, supports long-range infrastructure planning, and assists with environmental protection and water quality initiatives.

The position also involves conducting technical reviews, field inspections, environmental monitoring, public engagement, and administrative support, including program reporting and budget planning. The Stormwater Specialist supports a proactive and integrated approach to managing stormwater systems to protect public health, infrastructure assets, and the environment. collaboration with internal departments, external agencies, and the public to implement best practices in stormwater management and watershed planning.

Key Responsibilities

Stormwater Planning & Engineering

Support master drainage planning and infrastructure design for stormwater systems.
Prepare technical and policy reports, drainage studies, and feasibility documents.
Review engineering designs for compliance with municipal standards and best practices.
Investigate flooding and drainage issues along storm and sanitary sewer systems.
Liaise with municipal and provincial regulators for permitting and approvals.

Operations & Maintenance

Execute and lead stormwater operations and maintenance programs.
Develop Standard Operating Procedures (SOPs) and troubleshooting guides.
Coordinate monitoring programs, inflow and infiltration studies
Oversee weather station networks and annual sewer flow monitoring programs.
Contribute to developing strategic O&M planning frameworks to optimize infrastructure lifecycle and reduce costs.
Conduct inspections of stormwater infrastructure including CCC/FAC evaluations.
Manage tank cleanouts and coordinate environmental sampling.
Operate, monitor, and maintain relevant stormwater equipment and systems.

Stormwater Compliance & Inspection

Perform field inspections to ensure compliance with County ordinances and erosion/sediment control measures.
In conjunction with Enforcement, Issue notices of violation, stop-work orders, and provide recommendations for corrective action.
Maintain up-to-date inspection records, prepare compliance reports, and coordinate with internal departments and external agencies.
Provide technical support and guidance to developers, contractors, and property owners.

Environmental Protection & Watershed Planning

Lead the development and updating of stormwater management plans, drainage basin and watershed plans.
Support and manage initiatives related to inflow and infiltration reduction and risk mitigation.
Collaborate with property owners and stakeholders to develop watershed protection and restoration plans.
Provide technical input for environmental audits and corrective action planning.
Serve as liaison with Federal, Provincial, and regulatory agencies related to stormwater and watershed protection.

Public Engagement, Education & Training

Respond to public inquiries and complaints regarding drainage and stormwater concerns.
Develop and deliver training for internal staff related to pollution prevention and permit compliance.
Manage education and outreach programs on pollution prevention and best management practices (BMPs).
Represent the municipality at public meetings, council presentations, and regional committees or panels.

Program Management & Administration

Support the development of annual budgets for stormwater operations including monitoring, education, and compliance.
Prepare and submit grant applications to support capital improvement projects.
Lead or assist in updating policies, codes, and ordinances in alignment with stormwater permit requirements.
Compile and submit annual reports such as the Stormwater Management Program Plan.
Track and report on illicit discharges and inspection metrics in support of municipal compliance goals.

Administration of Utility Systems

Monitor and administer third-party operation and maintenance contracts to ensure that County-owned infrastructure is operated in full compliance with applicable regulatory approvals.
Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
Perform other administrative duties and special projects as assigned.

Requirements

Bachelor’s diploma or degree in Engineering, Environmental Engineering, Water Resources, or a closely related discipline along with a minimum of five (5) years of progressive experience in stormwater management, municipal drainage infrastructure, environmental compliance, or utility operations. A combination of equivalent education and experience may be considered.

Certified Engineering Technologist (C.E.T.) designation or eligibility for registration would be an asset.
Certifications such as CISEC, CESSWI, or similar designations are considered assets.
Experience conducting field inspections, reviewing engineering designs, and supporting stormwater or utility operations in a municipal or regulatory environment is preferred.
Experience with stormwater modeling, drainage studies, O&M program development, environmental monitoring, or watershed planning is considered an asset.
Experience administering or interpreting regulatory approvals, permits, and environmental legislation (e.g., Alberta Water Act, Alberta Environment regulations).

Technical Knowledge & Expertise

Strong understanding of stormwater engineering principles, including hydrology, hydraulics, storm system design, erosion/sediment control, inflow and infiltration, and watershed protection.
Knowledge of municipal engineering standards, CCC/FAC inspection procedures, and best practices for stormwater operations and maintenance.
Working knowledge of utility operations, including inspection, construction, maintenance, and lifecycle management of stormwater infrastructure.

Familiarity with:

Provincial and federal legislation governing water quality, stormwater management, and environmental protection.
Environmental sampling, compliance monitoring, and reporting requirements.
Utility instrumentation, SCADA/controls systems, and monitoring equipment (weather stations, flow meters).

Skills & Abilities

Ability to interpret and apply engineering drawings, technical documents, regulatory requirements, and environmental guidelines.
Strong project management and organizational skills, with the ability to plan, prioritize, and manage multiple projects, inspections, and operational tasks.
Excellent written and verbal communication skills, including preparing technical reports, presenting to Council or committees, and responding to public inquiries.
Ability to work effectively with developers, contractors, property owners, regulators, and internal departments, resolving issues through collaboration and sound judgment.
Customer service skills, including the ability to remain professional while addressing complex or sensitive situations.
A valid Class 5 Alberta Driver’s License and a satisfactory driving record.

Additional Requirements

Proficiency with GIS, AutoCAD, stormwater modeling tools (e.g., SWMM, HEC-RAS), and the Microsoft Office Suite.
Willingness to work overtime, after-hours, and participate in an on-call rotation as required.
Ability to meet all requirements of the RVC Health and Safety Program and the Alberta OHS Act, Regulation, and Code.
Experience with business practices and budgeting related to municipal service provision is considered an asset.
Ability to support grant applications, policy updates, and compliance reporting.
