Summary

This position supervises crews contributing to the maintenance and improvement of outdoor recreational opportunities for the residents of Strathcona County and other members of the public. This position coordinates, schedules, allocates, and monitors job assignments of employees and contractors, with all work performed within the context of workload and safety requirements and in accordance with industry standards.

This position applies knowledge of the development and operation of parks and open spaces to support crews in understanding the mission of the department and associated relationship to work being performed in the assigned operational area. Operational areas in which this position works include Park Development, Urban Forestry and Horticulture, Landscaping and Events, Outdoor Premier Areas and Skating, Mowing and Waste Diversion and Broadmoor Public Golf Course.

Key Responsibilities

  • Supervising staff members, including scheduling and monitoring workload; responding to questions and feedback; meeting regularly to discuss work progress and concerns and prepare for and mitigate potential problems that could interfere with productivity
  • Provide and support HR functions such as recruitment, hiring, interviews, performance feedback, discipline, and development and training.
  • Understand and relay applicable sections of the Classified Handbook and SC policies and procedures to staff.
  • Providing orientation, mentoring, and coaching to staff to ensure they can be successful in their roles and have opportunities to gain the knowledge and skills required to advance in their field of expertise.
  • Applying knowledge of and training staff in the Occupational, Health, and Safety (OH&S) Act, Regulation, and Code and other safety guidelines to ensure safety of all individuals on a work site.
  • Identifying hazards, conducting risk assessments, conducting safety meetings, and investigating workplace incidents.
  • Ensuring OH&S, County standards and other industry standards are applied, maintained, and are current.
  • Support the development and maintenance of safety documentation including but not limited to  hazard assessments, safe work practices, safe job procedures, competencies, inspections, and  emergency response plans.
  • Utilizing applications such as Geographic Information Systems (GIS), ArcGIS Online, Asset Planner, and Microsoft Excel to assist with lifecycle replacements, future growth, operational planning, and liability and legal obligations.
  • Assist supervisor with RFPs/RFQs contract management, and collaborative program, project and service delivery.
  • Responsible for the inspection of developer, contractor, and other external parties work (CCC/FAC).

Requirements

Qualifications and Skills:

  • Post Secondary education in Horticulture or related field. With a current horticultural certification such as Journeyman Landscape Horticulturist; or CNLA Landscape Horticulture Technician Certificate.
  • Minimum of 5 years related experience, including three years supervisory experience and relevant leadership training.
  • Valid and current Pesticide Applicator Certificate – Landscape, and additional relevant certifications are considered an asset.
  • Relevant safety certifications (e.g. WHMIS, First Aid and CPR).
  • Training and experience related to GIS, Asset Planner, Oracle, iTrak, Microsoft Office or similar applications is considered an asset.

Conditions of Employment:

  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
  • Submission of a Satisfactory Criminal Record Check
  • Ability to perform physical labour as part of the job duties and stand/walk for extended periods of time
