The Transportation Engineering and Operations Capital Projects team is seeking a strategic leader who builds strong partnerships, provides sound professional judgment, and brings the right people together to deliver innovative, practical solutions.

The Senior Capital Projects Manager (Capital Projects Manager II) provides management and supervision of transportation and drainage capital rehabilitation construction projects for the Transportation Engineering and Operations department. This includes developing project plans, communication & coordination with project partners, design, construction, schedule, quality assurance, budget, cost control, as well as resolving conflicts. This role is key in ensuring projects are compliant with Strathcona County’s Capital Project Business Case, Design and Construction Standards, engineering best practices and provincial and federal regulations. The ability to identify unforeseen issues and act quickly—whether through technical expertise or budget changes—is critical to success.

Key Responsibilities

Key Responsibilities:

  • Business case review of capital projects, typically up to $10M
  • Assist in the development and engineering of capital planning for future capital construction projects
  • Prepare Requests for Proposals which includes project background, history, site conditions and evaluates submissions for engineering consulting services, as well as evaluate tenders for completeness and technical compliance
  • Administer contracts and supervises in-house projects, contractors, and consultants
  • Prepare project cost estimates and plans; reviews and checks all invoices, progress claims, and internal charges to conform to agreement terms
  • Make regular site visits to check progress, ensure quality and contract compliance, and monitor contractor activity
  • Meet with residents and other stakeholders to present design alternatives, options and to resolve issues
  • Arrange and attend the Construction Completion inspection
  • Coordinate and schedule project activities with other departments and stakeholders
  • Prepare, update and implement communication plans, schedules, project cost tracking to ensure up to date information is provided to stakeholders
  • Develop, coordinate and review design plans to ensure public safety, Business Case compliance and economical project completion
  • Provide mentorship and training to other staff within the department

Requirements

Qualifications and Skills:

  • Diploma in Civil Engineering Technology with a minimum of 5 years related experience, or a Degree in Civil Engineering with a minimum of 3 years related experience
  • Certification as a Certified Engineering Technologist (C.E.T.) with the Association of Science and Engineering Technology Professionals of Alberta (ASET), or a Professional Engineer (P.Eng) with the Association of Professional Engineers and Geoscientists of Alberta (APEGA); consideration will be given to an Engineer-in-Training (E.I.T.)
  • 2 years related experience in road construction, asset management, and roadway maintenance and preservation is an asset
  • Related experience working within a municipal setting and/or private contractor is an asset
  • Sound understanding of construction procedures, pavement design properties and pavement evaluation and must be familiar with current TAC and ITE guidelines, as well as Strathcona County Design and Construction Standards
  • Experience in construction survey and measurements, familiarity with construction safety and signage and knowledge of Occupational Health and Safety regulations
  • Experience with transportation engineering, specifically roadway construction, rehabilitation, geometric design, materials testing, and contract law is an asset
  • Strong project management skills, analytical and problem-solving abilities
  • Excellent interpersonal, verbal and written communication skills and experience in dealing with contractors and the public
  • Proficient with Microsoft Office Suite, AutoCAD, arcGIS and Civil3D as well as spreadsheet applications

 

Conditions of Employment:

  • Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits
  • Occasional use of personal transportation may be required for project site visits; mileage will be reimbursed as per Strathcona County’s mileage reimbursement guidelines
  • Willingness and flexibility to work extended hours
  • Willingness to work in both an office and field environment, including inclement weather and may include remote rural areas within Strathcona County
