Summary

The opportunity

Leduc County is looking for an experienced and highly motivated Manager – Rural Services to join our team. Reporting to the Director – Road Operations, Agricultural and Fleet Services, this exciting opportunity provides leadership to and is accountable for the delivery of rural road operations and maintenance programs within the County. As a leader within the Road Operations department, the manager contributes to the achievement of departmental strategic and operational objectives through effective service delivery, infrastructure stewardship, operational planning and responsible resource management.

Key Responsibilities

What you will do

  • Manages and supports staff responsible for the delivery of rural road operations and maintenance programs throughout the County, providing leadership, direction, coaching and performance management to achieve service delivery objectives.
  • Responsible for the delivery and continuous improvement of the rural road maintenance programs and service delivery activities throughout the County, including asphalt roads, gravel roads, drainage infrastructure, vegetation management and salt management.
  • Provides management oversight for seasonal operations programs, including snow and ice control, spring recovery activities, dust suppression and drainage management.
  • Develops emergency preparedness measures and collaborates with relevant County departments to support coordinated response activities related to severe weather events, service disruptions and operational incidents affecting County infrastructure.
  • Leads the development, implementation and continuous improvement of maintenance practices for roads, drainage systems and department infrastructure assets.
  • Supports lifecycle planning through the collection, analysis and use of infrastructure condition and performance data and develops recommendations for maintenance, rehabilitation and replacement priorities.
  • Contributes to the development of short and long term capital plans, operational plans and strategies and infrastructure investment priorities, utilizing asset management information to support sustainable decision-making for the County’s rural transportation network.
  • Develops and monitors service levels and performance measures for rural road operations programs and identifies opportunities to improve service delivery, efficiency and sustainability.
  • Collaborates with all relevant County departments to support operational and strategic objectives for transportation infrastructure.
  • Communicates with residents, industry representatives and stakeholders regarding program management and responds to inquiries, complaints and concerns.
  • Develops and manages operating and capital budgets, prepares reports and recommendations, plans and implements projects.
  • Strives to continually enhance the quality and delivery of services through efficiencies and innovation.
  • Adheres to guidelines as set out in Leduc County’s policies and administrative directives.
  • Accountable for working in compliance with the Alberta Occupational Health and Safety Act, Regulation and Code and participation in the Health, Safety and Wellness Program.
  • Performs related duties as required.

Requirements

What you need to succeed

Must-have

  • A diploma or designation in civil engineering, certified engineering technologist (C.E.T.), public works, infrastructure management or a related discipline.
  • Five years of management or supervisory experience, preferably within the public sector.
  • Experience in rural transportation infrastructure operations, infrastructure asset management, emergency management, seasonal maintenance operations and capital planning.
  • A service focus with strengths in a broad range of communication and interpersonal techniques.
  • Strong verbal and written communication skills.
  • The ability to deliver public presentations and prepare clear, concise reports and recommendations for senior leadership and Council.
  • Proficiency with Microsoft Office suite of tools and other database and spreadsheet applications.
  • Experience working with and leading teams.

Nice to have

  • Experience developing operational strategies, multi-year plans, asset management plans and budget recommendations.
  • Knowledge of municipal transportation systems, lifecycle asset management principles, service level management and infrastructure risk management practices.
  • Familiarity with municipal governance, operations, infrastructure asset management practices and knowledge of rural communities.
