The Community Services Department is seeking a dynamic and community driven leader to fill at 12-Month Term – Manager, Recreation & Culture to oversee the operation of Beaumont’s recreation and culture delivery. This role is responsible for planning, coordination, and delivery of recreation, sport, aquatics, fitness and leisure services for our growing and vibrant community. This role is central to enhancing resident wellbeing, supporting community groups, and advancing key initiatives aligned with Beaumont’s Recreation Master Plan and Council’s Strategic Plan.

We’re seeking a strategic, relationship‑driven leader who excels in communication, problem‑solving, and customer service. The ideal candidate brings strong team leadership skills and a proven ability to engage effectively with stakeholders to support high‑quality service delivery, continuous improvement, and the long‑term sustainability of Beaumont’s recreation spaces. This is a dynamic, fast‑paced, public‑facing role that requires sound judgment, solution‑focused conversations, exceptional customer service, and the ability to manage operational priorities with confidence and clarity.

Key Responsibilities

What YOU’RE Responsible for:

  • Lead annual planning, coordination, and evaluation of recreation, sport, fitness, aquatics, arts, events, and community programs aligned with strategic plans.
  • Develop, recommend, and maintain policies, procedures, and standards for all recreation services and facility operations.
  • Research recreation trends, assess community needs, and build partnerships with public, private, and community organizations to enhance service delivery.
  • Collaborate with internal departments on the development, operation, and optimization of municipal recreation facilities.
  • Prepare, manage, and monitor operating budgets, ensuring revenues and expenditures align with administrative policies.
  • Administer and oversee recreation-related grant programs, joint-use agreements, allocation policies, and subsidy programs.
  • Lead ongoing risk management assessments and ensure compliance with legislation, occupational health and safety, public safety, and pool standards.
  • Monitor public satisfaction, evaluate program outcomes, and ensure continuous improvement in service quality.
  • Recruit, supervise, coach, and develop staff; conduct performance evaluations; and manage disciplinary processes as required.
  • Maintain recreation resources and ensure best practices are implemented across all program and service areas.
  • Promote the City’s Health and Safety program and oversee the safety and well-being of staff and patrons.

Requirements

What YOU Bring:

  • Bachelor’s degree in Recreation, Recreation Administration, Physical Education, Public Administration, or a related field. (Equivalent combinations of education and experience may be considered).
  • 5–7 years of progressive supervisory or management experience in a municipal recreation environment.
  • Experience preparing and analyzing capital and operating budgets.
  • Strong understanding of community recreation needs, trends, strategies, and municipal program requirements.
  • Knowledge of relevant legislation, policies, and best practices for recreation facility operations.
  • Experience working with volunteers and community groups; facilitation and workshop leadership experience.
  • Strong communication, organizational, and technical writing skills.
  • Ability to balance detail orientation with an understanding of the broader organizational context.
  • Excellent interpersonal, written and verbal communication skills.

  • A salary range of $108,563.00 – $141,687.00 per annum (based on experience and qualifications)
