Summary

The Town of Valleyview is seeking a Manager of Utility Services to lead the day-to-day operations and maintenance of the Town’s natural gas, water, and wastewater systems.

Reporting to the Director of Utility Services and Asset Management, the Manager will oversee staff and contractors, coordinate resources, support infrastructure planning, and ensure safe, efficient, and compliant utility services for the community.

This permanent, full-time position is based at the Utilities Office, with regular hours of Monday to Friday, 7:00 a.m. to 4:00 p.m. On-call availability for after-hours emergencies is required.

Key Responsibilities

• Oversee daily operations and maintenance of the Town’s natural gas, water, and wastewater systems to ensure safe, reliable, and compliant service delivery.

• Implement departmental policies, procedures, and bylaws, and prepare Requests for Decision (RFDs) as required.

• Manage staffing, equipment, contractors, and resources to meet Council-approved service levels, departmental work plans, and operational goals.

• Maintain system integrity through inspections, leak detection, GPS mapping, metering, and routine testing.

• Ensure environmental stewardship, risk management, regulatory compliance, and required licensing and safety approvals, including compliance with the Alberta Government natural gas utility Quality Management Plan.

• Assist with operating and capital budgets, prepare project estimates, and support long-term capital replacement planning.

• Hire, train, supervise, and evaluate utility staff; oversee employee work plans and performance reviews; and direct contractors and specialists.

• Develop and implement safe work practices in accordance with the Town’s Health and Safety Manual, Gas Federation requirements, and occupational health and safety regulations.

• Manage inventories of materials, tools, equipment, and vehicles, and coordinate projects and operational activities with other departments.

• Respond to public inquiries, maintain professional relationships with residents and contractors, and promote continuous improvement and public service.

• Serve as Acting Director when required and maintain confidentiality, discretion, and integrity in all operational matters.

Requirements

Education and Experience

• Formal training and operational knowledge of gas, water, and wastewater utility operations, with related certification, or an equivalent combination of training, education, and experience.
• A minimum of five years of related experience in utility operations.
• Project management experience.
• Experience and knowledge of asset management.
• Demonstrated excellence in safety supervision.

Licences and Certifications

• Occupational health and safety certifications applicable to municipal operations.
• First aid training.
• A valid driver’s licence.
• A Plastic Fusion ticket is considered an asset.
• Level II Water and Wastewater Certification covering treatment, distribution, and collection is considered an asset.

Knowledge, Skills, and Abilities

• Knowledge of municipal utility operations, including natural gas, water, and wastewater systems.
• Understanding of relevant legislation, safety standards, and environmental regulations.
• Competency in asset management systems, GPS mapping, and standard office software.
• Strong leadership, supervisory, and team management skills.
• Ability to plan, prioritize, and carry out operational tasks and projects.
• Effective problem-solving, decision-making, and risk management skills.
• Ability to implement policies, procedures, and operational standards.
• Strong public relations skills and sensitivity to community needs.
• Ability to work safely when operating or directing equipment and personnel.
• Availability for on-call response to after-hours emergencies.
