Position Summary
Reporting to the General Manager of Infrastructure and Planning Services, the Manager of Engineering Services will assist the General Manager in managing the County’s engineering and construction program, and will be responsible for the oversight of the delivery of assigned infrastructure projects. Transportation includes the County roadway infrastructure, bridge structures, Jasper/Hinton Airport and the County drainage system. Public works includes water treatment and distribution systems, wastewater collection and treatment systems, solid waste management and physical plants.

The salary range is currently $103,438 to $130,924 per year. Yellowhead County offers a competitive benefit package.

Position Responsibilities
Project Delivery
- Coordinate, implement and supervise the delivery of various road, bridge, erosion, drainage and other projects as assigned.
- Conduct construction site inspections to ensure adherence to technical standards, regulatory permits, industry safety standards and traffic accommodation requirements for the project.
- Review proposals, plans, and drawings to assess their applicability to problem or project specific situation and seek, as required, expert technical advice to guide modifications/approval decisions.
- Direct supervision of hired equipment and contractors to ensure efficient project delivery and quality assurance.
- Coordinate any required utility adjustments required for planned construction projects.
- To ensure all assigned work is carried out in a safe manner as required by Council policy or legislation.
- To liaise with other government departments and landowners for approvals required for project delivery.
- To investigate and respond to complaints and requests by stakeholders and the traveling public in a timely and courteous manner.
- Utilize good judgement in the resolution of issues.
- Prepare, implement and monitor appropriate Traffic Accommodation Strategies for assigned projects to ensure traveling public safety.
Engineering and Operational Support
- Perform technical review and provide necessary comments on design, drawings and study reports submitted by consulting firms. Review and provide recommendations on roadway and Bridge rehabilitation contracts.
- Collect roadway surface condition rating, BIM, Culvert and appurtenance data necessary for the County’s asset management program to support capital and maintenance programs.
- Assist in project development from inception stage to assessing funds, schedule and scope requirements in development of project Terms of Reference by investigating technical requirements and fully defining project deliverables.
- Work closely with Infrastructure, Planning and other divisions to develop Request for Proposal (RFP) and other relevant documents to ensure efficient deliver of contracts for gravelling, line-painting, brushing, grass-mowing, crack sealing or other contracts related to maintenance operations.
- Assist in other related duties as assigned by the General Manager of Infrastructure and Planning Services which may include preparing construction work packages, term of references and bid evaluations.
- Provide technical support to determine the likelihood and consequences of geotechnical related hazards, such as slope movement/failure, erosion, frost heave, swelling soil, settlement, soil structure interaction or seepage problems events and undertake geohazard mitigation measures.
- Provide technical support to planning and recommend actions on proposed utility crossing agreement, access management, traffic impact assessment for proposed development that may have impact on county existing and future roadway network.
Managerial
- Aid in the planning of department activities and monitor the progress to ensure projects are completed on time and on budget. Review and manage the activities of department staff.
- Prepare and submit all infrastructure grant applications.
- Review and approve all terms of reference, specifications and tender documents for all internal infrastructure related projects.
- Ensure the accurate reporting of construction deficiencies and manage the process for issuance of Construction Completion Certificates and Final Acceptance Certificates.
- Manage the inspection and maintenance of County’s bridge infrastructure.
- The position is responsible to provide guidance, direction and leadership to staff or contractors to inspire superior performance.
- The position is responsible for the job site health and safety of those workers under his/her supervision as per the Occupational Health and Safety Act and Workers’ Compensation Act.
- The position is responsible for the completion of performance reviews on each of the staff members under their direct supervision and upon termination of the employee.
- The position is responsible for signing and approving time sheets for the staff under their direct supervision.

Financial and/or Material Resources
- The Manager of Engineering Services will assist in preparation of annual capital and operating divisional budgets. Monitors budget forecasts, and authorizes spending by wise allocation of resources within the policy and approved budget of Yellowhead County.
- Assist in establishing division business plans and facilitating goals and actions that compliment and support the Municipal Strategic Plan, Mission, and Vision of the county.
Requirements:
Minimum Qualifications
Education/Skills
- Certified Civil Engineering Technologist, CET
- Valid Class 5 driver’s license with completion of Defensive Driving
- Strong knowledge of Microsoft Office
- Strong organizational and interpersonal skills
- Excellent verbal and written communication skills
Experience
- Ten (10) years of relevant management experience in a municipal setting
- Ten (10) years of experience in the implementation and monitoring of capital construction projects
Preferred Qualifications
Education/SkillsUniversity Education in Civil or Environmental Engineering
- Registered Professional Engineer in the Province of Alberta. P.Eng or eligible for membership with The Association of Professional Engineers and Geoscientists of Alberta (APEGA)
- Five (5) years of related experience in transportation or Municipal (planning design, construction and operations)
- Five (5) years of experience in the implementation and monitoring of capital construction projects
