About the Role

The Manager, Family & Community Support Services (FCSS) provides leadership and oversight for community-based social programs that support the well-being of individuals, families, and the broader community. Reporting to the General Manager, this position leads the FCSS team, manages budgets and programs, and works collaboratively with internal and external partners to address social development needs in alignment with County priorities and provincial FCSS objectives.

  • Lead, supervise, and support the FCSS team, fostering a positive, inclusive, and customer-focused work environment.
  • Oversee FCSS programs including outreach, community access, child-minding, and preventive social initiatives.
  • Analyze community social development needs and lead engagement with residents, community groups, and stakeholders.
  • Develop, implement, and maintain the County’s Emergency Social Services (ESS) program.
  • Assist with annual work planning, budget development, and financial monitoring.
  • Manage contracts, grants, funding applications, and joint ventures.
  • Provide professional advice and represent the County on committees, boards, and interdepartmental initiatives.
  • Ensure compliance with Occupational Health & Safety, FOIP, and Records Management requirements.

Requirements

Qualifications

  • Degree in Social Work, Human Services, or a related field.
  • Five (5) to seven (7) years of related experience, including a minimum of two (2) years in a supervisory role.
  • Strong knowledge of Family & Community Support Services and preventive or early-intervention programming.
  • Excellent leadership, communication, relationship-building, and problem-solving skills.
  • Basic computer skills in MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
  • Knowledge of municipal or public-sector practices is considered an asset.
  • A combination of education and experience may be considered.

Certifications (Assets)

  • Mental Health First Aid.
  • Life-long human development certification (e.g., Brain Story Certification).

Salary Range

A competitive salary commensurate with qualifications, experience, and senior leadership responsibilities. Annual salary range starts at $119,711.96 ($65.78 hourly).
