Summary

Reporting to the Manager, Solid Waste and Recycling, Clearwater County is seeking an experienced Landfill Supervisor. The Supervisor is responsible for monitoring, planning and operational oversight of the Clearwater County Regional Landfill.

Operating heavy equipment is a core part of the job, but it is also a precision task. How waste is placed, compacted, and covered affects everything from site lifespan and stability to managing odour and pest control. Proper grading for drainage is equally critical. The environmental monitoring duties, leachate level measurements, water sampling, soil selection and distribution, and arranging leachate removal, are essential safeguards and a critical responsibility of this role.

It is also important to emphasize that actively monitoring weather conditions is a key part of managing leachate risk. Heavy rain, rapid snowmelt, and wind events can all increase leachate generation, change drainage patterns, and put extra load on containment systems. By watching forecasts, tracking on site conditions, and adjusting day to day operations, such as how waste is placed and covered, how drainage is maintained, and when leachate is removed, the Landfill Supervisor helps prevent overtopping, surface runoff issues, and potential environmental impacts. This proactive weather monitoring ties directly into the Operator’s broader responsibility for environmental protection and regulatory compliance.

Safety responsibilities include proactive interaction with the public to keep them safe, and ongoing monitoring to prevent incidents. Other safety knowledge required includes fire spotting, maintaining safety controls, and holding certifications like First Aid/CPR, WHMIS, TDG, and fire extinguisher training. This position is a key part of the County’s risk management. Landfills have heavy equipment, combustible materials, and changing conditions; a skilled operator actively watching for fire risk, hazardous conditions, and unsafe behaviour is what keeps a routine day from becoming an emergency.

Finally, the supervisory and certification requirements recognize that this is a leadership role. The Landfill Supervisor provides direction to others on site, coordinates work, and makes real-time decisions that affect compliance, safety, and long term site performance. In short, the position is a critical blend of equipment operation, environmental stewardship, and on site leadership, and each listed duty plays a critical role in protecting community health, meeting regulatory standards, and extending the useful life of the landfill.

Key Responsibilities

  • Operates Landfill equipment to handle waste.
  • Provides landfill supervision during operating hours, monitoring access, fire spotting and safety controls.
  • Completes leachate level measurements and undertakes sampling including collecting and delivering water samples.
  • Arranges for removal of leachate in accordance with Alberta Environmental requirements.
  • Takes soil samples and reports results in accordance with Alberta Environment.
  • Manage the landfill area to ensure adequate grading for water drainage.

Requirements

Required Qualifications:

  • Five (5) years’ experience operating heavy equipment (Loader, Bulldozer, Compactor)
  • Certified Landfill Operator in Alberta’s Landfill Operator Certification Program
  • Class 3 Drivers license
  • Current First Aid/CPR certification
  • WHMIS
  • Fire Extinguisher Training
  • TDG
  • Chemical Handling
  • ICS 200

 

Highly Preferred Assets:

  • Five (5) years’ experience working in a direct supervisory capacity.
  • Three (3) years’ experience working in a solid waste management-related field and/or operational management.
  • Experience and advanced knowledge of landfill drainage and contaminated water risk management.
  • Experience with leachate removal, understanding the safeguards needed to ensure compliance with regulators and prevent environmental impact.
  • Understanding and awareness of weather conditions.
  • Experience and understanding of waste placement, coverage and drainage.
  • Experience with fire-spotting.
