Summary

This temporary full-time (approximately 12 months) position serves as a support to regional, inter-municipal and inter-governmental initiatives, committees, advocacy, and special projects. The position also provides key policy analyses, intergovernmental monitoring, research, and process/decision making supports.

Key Responsibilities

Support Sturgeon County’s Intergovernmental planning, advice, monitoring, and analysis initiatives (50%)

  • Gathers, analyzes, evaluates, and monitors new and existing regional, provincial, and federal policies in relation to the interests of Sturgeon County; works with Sturgeon County’s Senior Intergovernmental and Indigenous Relations Advisor to develop approaches and timely follow-up actions.
  • Prepares materials such as reports, presentations, briefing notes, communications, speaking notes, and other resources as needed.
  • Engages in active environmental scanning and develops associated material to ensure the organization remains knowledgeable in areas of key strategic priority.
  • Maintains the corporate key message and advocacy tracker of Intergovernmental Services nature to assist in the development of decision-making materials and other documentation.
  • Researches and prepares recommendations on Sturgeon County’s responses to requests from federal and provincial governments, municipalities, and municipal organizations as directed.

Support projects of an intergovernmental nature (35%)

  • Working with regional partners, this position is a key support in the development of the County’s Intermunicipal Collaboration Frameworks and supports the development of required Intermunicipal Development plans.
  • As required, supports inter-municipal and inter-governmental efforts, such as regional zone meetings, Intermunicipal Affairs Committees, and regional consultations and initiatives.
  • Organizes meetings, establishes agendas, prepares, or secures briefings and maintains action registers and performance metrics on key intergovernmental initiatives.
  • Manages content related to Intergovernmental Affairs on the Sturgeon County public website and internal website.
  • Documents and provides regular progress updates and status reporting on projects.

Regional Relationship Building and Representation (10%)

  • Maintains an appropriate understanding of issues and support relationship building efforts with internal and external clients, including other municipalities, levels of government, municipal associations, indigenous groups, etc.
  • Maintains and enhances relationships and promotes the reputation of Sturgeon County as a leader in regional cooperation.
  • Supports the implementation of Council’s Advocacy Plan, prepares relevant materials and tracks progress.
  • As required, attends, or participates in regional inter-municipal and inter-governmental meetings, sometimes in parallel with content owner department(s), to ensure continuity and to provide back-up, when required.

Other Related Duties (5%)

  • Performs the duties of an Information Management Contact for the department.
  • Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.

Requirements

Required:

  • A bachelor’s degree in public administration, political science, or related field.
  • A clear Police Information Criminal Record Check is required.
  • Two (2) years of experience in a public-sector environment.
  • Knowledge and practical experience dealing with public policies, procedures as well as key functions and operations of municipal government.
  • Legislative awareness including the Municipal Government Act (MGA) and various provincial and federal statutes or regulations.
  • Environmental awareness of current trends/issues locally, regionally, provincially, and federally.
  • Must possess strong writing skills and keen eye for detail. Ability to develop clear, plain language, and concise written work is critical.
  • Ability to speak in public and present to Council or Council Committees
  • Ability to work in a team environment or independently.
  • Ability to take initiative, be independent, resourceful, work well and effectively under pressure and meet deadlines in an organized manner.
  • Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, and timely when communicating with others.
  • Ability to deal with confidential information with a high degree of diplomacy.
  • Ability to analyze issues, including applying problem solving skills and ability to provide recommended solutions.
  • Ability to effectively research various topics and collect and interpret data from a variety of sources.
  • Attention to detail.
  • Proficiencies with various Microsoft Office Programs (Word, Outlook, PowerPoint, Excel) is required.
