As the HR Service Center Representative, you are the initial point of contact for all employee and leader inquiries across Strathcona County. You will be responsible for providing guidance, support and troubleshooting for HR inquiries related to policies and procedures in all functional areas of Human Resources including talent acquisition/staffing, onboarding, benefits, time and absence, training, compensation, employee/leader self-service and HR Systems (Oracle).

Key Responsibilities Include:
Responsibilities
- Provide front line support for employee and leader inquiries on a wide variety of human resource topics
- Support, troubleshoot and provide information to employees on HR processes and guidelines including recruitment, onboarding, benefits administration, leaves, payroll inquiries, time entry, and employee transactions
- Provide information to leaders on Strathcona County processes, policies and procedures and HR technology
- Support new hires with onboarding questions, pay and time related inquiries, benefits and leave related inquiries and transactions
- Troubleshoot and provide assistance to employees utilizing Oracle self-service, be able to explain system functionality, and walk through the system processes
- Responsible for managing, tracking, closing and reporting progress on employee and leader inquires issue resolution
- Collaborate with other HR stakeholders
- Contribute to other HR Operational processes and services within the HR Service Centre
- Follow up to ensure all new hire documentation and onboarding tasks are completed in a timely basis, including direct deposit completion, personal information, emergency contact, tax forms etc.
- Create employment letters or correspondence related to employment verifications, promotions, secondment agreements, retirements etc.
- Create documents, forms, and process maps to support HR operations processes
- Contribute to the development and documentation of knowledge base and training materials required to support HR Service Centre processes
- Document and communicate answers and information to frequently asked questions
- Work collaboratively with SharePoint site owners to update information on the Insider
- Act as the SharePoint Forms Representative, coordinate approval process for all forms. Publish on the Insider and ensure all forms are maintained
- Prepare and organize HR employee files, conduct file reviews as necessary, to ensure the accuracy of information
Skills and Abilities
- Knowledgeable of Human Resources policies, procedures, employment practices and organizational structure and be comfortable communicating this information to a wide variety of internal and external customers
- Strong knowledge of human resources topics such as recruitment, staffing, compensation/pay practices, classification, benefits, employment types (e.g.: union, non-union, full-time, seasonal, and part-time staff) etc.
- Demonstrated commitment to customer service, ability to relate to the employee and/or manager and display a commitment to bring a resolution
- Creative and resourceful in finding solutions to issues
- Process orientated and the ability to manage detailed work within constant deadlines/time constraints, and prioritize work based on demand with a sense of urgency
- Ability to work independently with minimal supervision, negotiate priorities on short notice and adapt to an ever-changing work environment
- Strong computer skills and technical aptitude
- Ability to handle confidential information with integrity and professionalism
- Ability to collaborate with and support various stakeholders and build relationships
- Excellent customer service and team skills with a positive and can-do attitude
Requirements:
Qualifications
- Certificate in Human Resources, Management, Business, or a related field
- Minimum of 2+ years of experience in Human Resources with progressively increasing experience
- Generalist knowledge of Human Resources policies, procedures and operating practices
- Proficiency with Oracle, Excel and SharePoint is an asset
