Wildlife Coexistence and Management Program Delivery (30%)
- Coordinates service delivery within the Wildlife Conservation and Management program including service request intake, review, evaluation, and dispatch to contracted service providers as required to manage human-wildlife conflicts adversely affecting drainage, affecting other County land and infrastructure, posing a human health or safety risk, and/ or causing livestock mortality on County land and private property.
- Positively engages with landowners and the public regarding wildlife-related matters and provides advice and education on how to successfully co-exist with wildlife within Sturgeon County’s landscape.
- Develops, monitors, and evaluates wildlife coexistence program objectives/ deliverables, accompanying service levels, operational processes, and procedures.
- Oversees and monitors all operating expenses and participates in annual operating budget preparation.
- Researches emergent technology and tools to support wildlife coexistence, including biological controls, and develops project proposals for management consideration.
- Works with internal support departments to create communication strategies and tactics to enhance public knowledge and awareness of program activities; Reviews, updates, and develops County-specific resources and website material to promote public awareness and education of wildlife impacts and coexistence in Sturgeon County.
- Organizes events and other conservation initiatives to promote wildlife coexistence within the County.
- Collaborates with internal departments including Utility and Waste Services and Transportation and Engineering Services to provide wildlife management support for their programs, services, and projects.
- Serves as a technical resource to landowners, agricultural producers, the Agricultural Service Board, and other County Departments on wildlife conservation practices.
Contract Management and Oversight (20%)
- Collaborates with Procurement and Risk Services to develop Scopes of Work, Requests for Proposals, and other tender packages to support effective engagement with contracted service providers as required to deliver programs and services.
- Oversees contracted service providers and ensures all contractual and health and safety requirements are upheld, deliverables are met, and timely reporting is completed.
- Evaluates contracted service providers utilizing the vendor score card system.
Operational Program Support and Advisory Services (20%)
- Assists operational units with the completion of bird sweeps and other wildlife surveys to support compliance with legislation including the Wildlife Act and the Migratory Birds Convention Act (MBCA).
- Reviews and provides comment on County Management Plans in the areas of wildlife conservation and management for County Parks, Open Spaces, and Natural Areas.
- Serves as a technical resource to other County Departments on wildlife conservation practices.
- Supports the County in the development of an Environmental Management Plan by collaborating with operational units to provide input in the development of standard operating procedures and standards, and a monitoring and reporting framework.
- Supports the implementation of an Integrated Pest Management Plan by collaborating with operational units to develop standard operating procedures and standards, and a monitoring and reporting framework.
- Manages the inquires, rental and sale of traps.
Surface Water Quality Monitoring (10%)
- Develops and implements procedures for ongoing water quality monitoring and management including a public notification process when guidelines are exceeded.
- Coordinates surface water quality monitoring for County-managed recreational sites including Cardiff Park Pond and Sturgeon River Hand Launch Sites.
Program Support and Administration (10%)
- Oversees the collection, use and management of wildlife and vertebrate pest data within the County’s record management software, and liaises with the County’s GIS Team to improve data collection and management processes as required.
- Provides technical expertise to the Agricultural Service Board as required.
- Identifies and evaluates external funding opportunities to support program delivery, and drafts grant proposals and applications, including monitoring program deliverables and ensuring grant reporting requirements are completed. Liaises with other County departments, community agencies/organization, and businesses regarding related services/initiatives to foster mutual understanding, coordination, and partnership opportunities.
Other Related Duties (10%)
- Provides exceptional customer service to County residents by responding to external and internal customer complaints and inquiries in a timely and professional manner.
- Leads and coordinates staff on special initiatives and projects.
- Performs special projects and tasks as required.
- Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.
- Adheres to all of Sturgeon County’s policies, bylaws, procedures, and processes, as well as align work to the Sturgeon County values.
