Summary

This position is responsible for implementing the strategic goals, objectives, and tactics of Sturgeon County. This position will provide support across the main program areas of the department, including investment attraction, and business retention and expansion. Responsibilities include identifying and attracting new business and industry to Sturgeon County, while leveraging industry connections to support supply chain opportunities for local businesses. Support for other initiatives and program areas across the department that advance the department’s mandate, including engagement with local, regional, provincial, national, and international partners and stakeholders as required. This position will execute business development activities, conduct economic analysis, and support businesses and industry including outreach, permitting and regulatory processes, incentive program(s), and collaboration with other program areas and departments to support business aftercare.

This position is eligible for a hybrid work model, whereby employees can work both remotely and from a Sturgeon County office location. Specific in-office expectations will be discussed during the recruitment process.

Key Responsibilities

KEY DUTIES AND RESPONSIBILITIES
Investment Attraction (40%)

Supports the development, maintenance, and execution of sector strategies and the Economic Development Marketing Plan, while contributing to investment attraction efforts focused on target industries, investment opportunities, and key development areas.
Focuses, but does not limit, investment attraction efforts on target sectors as identified in the department’s strategic and sector plans.
Relay items important for the continued competitiveness of Sturgeon County (infrastructure deficits, process improvements, regulatory right sizing, departmental workflows) for a streamlined concierge approach to investor engagement.
Generates new investment leads, identify, and contact decision-makers, screen potential business opportunities and select the most actionable opportunities in line with the departmental and corporate strategies of Sturgeon County.
Maintains and advances a structured investment pipeline, leveraging the Department’s Client Resource Management System (CRM) to track leads and investor progress, providing regular reports on investment trends, metrics, and outcomes.
Represents Sturgeon County at regional, national, and potentially international forums and within business audiences related to target sector and key development area growth opportunities.
Coordinates county, site and building tours within the municipality and surrounding area for prospective investors and stakeholders.
Ensures prompt response to requests (both formal and informal) from new investment leads to the County from potential investor companies, regional stakeholders, site selectors, federal and provincial government contacts, etc.
Facilitates the development permit process between investors and the development authority by enabling and encouraging information exchange.
Utilizes existing resources and tools including the CRM, Geographic Information System (GIS), as well as additional lead generation and market analytics to develop site selection packages, presentations, reports, and other information to support the Department’s goals and objectives.
Supports investment attraction incentive program development, processing, execution, adjustment, and amendment.
Assists with plans and activities related to department objectives for investment attraction, and the county’s development areas.

Business Retention & Expansion (BRE) (40%)

Works in collaboration with the Senior Business Retention and Expansion Officer to identify opportunities for local businesses to build capacity and diversify their customer base through engagement in various sectors including defence, aerospace, security, energy, and petrochemicals.
Supports the delivery of seminars and/or training opportunities related to supply chain development and diversification.
Ensures a seamless ‘concierge experience’ for businesses by acting as a single point-of-contact , sharing information on available support programs/initiatives, permitting and regulatory processes, and expansion opportunities, and engaging with Business Retention and Expansion for aftercare services as required.
Supports newly invested companies with information related to Business Retention and Expansion activities (supply chain forums, webinars, networking programming/events).
Support the development and implementation of business visitation plans for both Council and Administration, to engage with businesses to better understand their operations, obstacles, and opportunities.
Supports the implementation of BRE initiatives, including Small Business Week, that identify and create opportunities for local businesses to access resources.
Supports the development and maintenance of various tools and resources that support small and medium sized businesses in Sturgeon County.

Partnership and Interconnection (15%)

Builds and maintains relationships with internal staff and departments at Sturgeon County, including but not limited to participating in creation and/or updates to marketing materials, county mapping, websites, media and investment marketing campaigns
Works with regional partners and build networks that leverage the activities of the department while providing a high level of service to the existing business community.
Utilizes and expands professional networks to maintain and build new relationships within the residential, commercial, and industrial real estate development and leasing community including developers, brokers, financers, and others.
Work with internal and external partners, including service providers, real estate brokers, consultants, etc, to ensure the County’s investment attraction resources and tools, including the CRM and GIS system are up to date.

Other Related Duties (5%)

Adheres to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System.

Requirements

KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE
The following are required in this position:

Undergraduate degree or diploma from a recognized post-secondary institution in a related field such as business, commerce, or marketing.
A clear Police Information Criminal Record Check is required.
Broad knowledge and understanding of economic development practices and the County’s target sectors, as well as emerging trends and issues.
Previous work experience in the private sector in one or more of the County’s target sectors would be considered an asset.
Ability to work in a team environment or independently.
Ability to take initiative, be independent, resourceful, work well and effectively under pressure and meet deadlines in an organized manner.
Ability to communicate clearly and professionally verbally and in writing, including being adaptable, receptive, and timely when communicating with others.
Ability to deal with confidential information with a high degree of diplomacy.
Ability to analyze issues, including applying problem solving skills and ability to provide recommended solutions.?
Ability to collect and interpret data from a variety of sources.
Proficiency with CRM Software is essential (Microsoft Dynamics 365 preferred).
