Where is Kneehill County?
We are located in the heart of central Alberta, approximately 1-hour south east of Red Deer and 1 hour and 20 minutes northeast of Calgary. Kneehill County is a progressive rural municipality comprised of 814,653 acres of land and a population of approximately 5,000. Within our County boundaries, are the Towns of Three Hills and Trochu, Villages of Acme, Carbon and Linden, and 4 Hamlets (Torrington, Huxley, Swalwell, Wimborne) and the neighborhoods (Hesketh, Sunnyslope) with a total combined population of 11,193. Agriculture is the backbone of the local economy, complemented by oil and gas, alternative energy such as wind power, as well as tourism and outdoor attractions including Horseshoe Canyon. Kneehill County is also part of the Canadian Badlands tourism group. There are many other attractions which draw people and business to our friendly area!
Key Responsibilities Include:
Under the direction of the Chief Administrative Officer, this senior management position is responsible for planning, organizing, leading and managing the development, implementation, administration and monitoring of the transportation network, environmental services such as water and wastewater, and the County maintenance shop and fleet of vehicles and equipment. We have a strong group of people ready to assist you with achieving success with this task! This position works closely with other Senior Leaders and Council in establishing corporate direction and formulating creative solutions to strategic challenges in all noted areas.
The key responsibilities are:
Provides advice, guidance and leadership to the CAO and Council with respect to the operations of road maintenance and construction, bridges, water, and wastewater.
Advice and guidance also provided in the operation of waste management facilities.
Is a member of the Senior Leadership Team and assists in determining and overseeing the overall direction of the County’s Administration, programs and policies.
Prepares and implements short and long-term goals and objectives to ensure the Department policies and practices are consistent with the Corporate Strategic Plan.
Oversees the various construction projects for roads, bridges, water, and wastewater. Ensures associated costs are applied to respective projects to facilitate budgetary controls and applicable grant reporting.
Oversees the tendering process of major capital projects under the direction of the Infrastructure Department.
Ensures compliance with various government agencies with respect to operation of bridge construction, water systems, wastewater, transfer stations, reclamation sites and other projects required to meet specific government agency guidelines and reporting requirements.
Oversees the preparation and maintenance of long and short-term capital plans for major road projects, equipment and vehicles.
Oversees annual bridge inspections and minor maintenance. Coordinates major bridge maintenance and construction projects. Ensures bridge requests to Provincial Departments are submitted. Oversees the coordination of major projects including tendering, purchasing, record keeping, budgetary control and record keeping, including final grant reporting to Provincial Departments.
Oversees operations within the Shop and the County’s fleet management program.

General Technical Requirements:
Post-secondary education in Engineering, Business or Public Administration or an equivalent combination of education, training and experience.
Eight to ten (8-10) years of leadership experience at a management level.
Comprehensive knowledge and experience in municipal infrastructure and operations
Solid understanding of Alberta Environment regulations and procedures
Experience in the preparation, management and execution of operational and capital budgets and strategic plans.
Solid understanding and experience regarding rural roads and bridges.
Demonstrated decision-making and problem-solving skills.
Ability to develop and maintain effective working relationships with a wide variety of people, including senior management, private and public officials, business and community leaders, advisory boards, union officials, staff and the general public.
Fully experienced in the use of MS Office, with advanced computer skills.
Strong cognitive ability to balance the big picture while focusing on the details of process and systems.
Experience in managing and supervising simultaneous ongoing capital projects.
