Summary

Smoky Lake County is seeking a strategic and experienced leader to join our Corporate Services Department as the Director of Corporate Services. Reporting to the Chief Administrative Officer, the successful candidate will be responsible for the leadership and oversight of the County’s financial and corporate administrative functions, including budgeting, financial reporting, taxation, accounting, corporate insurance, and financial oversight of payroll and benefits.

This position is well-suited for a collaborative and results-driven professional who excels in strategic thinking, financial management, and providing sound advice to senior leadership and Council.

Working Conditions
– Work is performed in an office-based environment, with occasional site visits.
– Schedule may include extended hours during peak operational periods (eg. Budget preparations, year end audits, etc.)

Compensation and Hours
– Hours of Work: 37.5 hours per week, Monday to Friday, 8:00 a.m. to 4:00 p.m
– Work Location: Smoky Lake County Main Office (4612 McDougall Drive, Smoky Lake, Alberta)
– Wage/Benefits: Salary is based on the County’s out-of-scope pay grid and will be determined based on qualifications and experience, along with a comprehensive benefits package.

Key Responsibilities

  • Financial Leadership and Strategy
    – Provide strategic financial advice and recommendations to the Chief Administrative Officer and Council.
    – Lead the development of operating and capital budgets, financial strategies, and long-term planning initiatives.
    – Ensure alignment of financial planning with organizational priorities and long-term sustainability.
  • Financial Operations and Reporting
    – Oversee all accounting functions, financial reporting, and internal controls.
    – Coordinate the annual audit process and ensure compliance with legislative and regulatory requirements.
    – Monitor financial performance and provide analysis and recommendations.
  • Budgeting and Financial Controls o Lead the development and monitoring of annual operating and capital budgets.
    – Prepare and present variance reports and financial updates to the CAO, Directors, and Council.
    – Ensure strong financial controls, policies, and procedures are in place across the organization.
  • Taxation, Revenue, and Risk Management
    – Oversee the property taxation process, including levy, billing, collection, and recovery.
    – Ensure compliance with the Municipal Government Act (MGA) and other applicable legislation.
    – Oversee corporate insurance, risk management, and related programs.
  • Leadership and Organizational Support
    – Provide leadership, direction, and supervision to Corporate Services staff.
    – Promote a collaborative, respectful, and high-performing workplace culture.
    – Support organizational decision-making through financial analysis and cross-departmental collaboration.
  • Maintain safe working conditions in accordance with County policies and Alberta Occupational Health and Safety requirements.
  • Perform other related duties as assigned.

Requirements

Required Qualifications
– Chartered Professional Accountant (CPA) designation.
– Post-secondary degree in Accounting, Finance, Business Administration, or a related field.
– Minimum 5–8 years of progressive financial management experience.
– Demonstrated leadership and supervisory experience.
– Strong knowledge of municipal finance, accounting principles, and applicable legislation.
– Must provide a satisfactory Criminal Record Check prior to employment

Preferred Qualifications (Assets)
– Experience in a municipal or public-sector environment.
– Experience with budgeting, audit processes, and financial systems.
– Strong analytical, strategic thinking, and communication skills.
