Summary

This position provides leadership and operational oversight for Sturgeon County’s enforcement and emergency management programs. This position ensures effective delivery of the Community Peace Officer Program, municipal bylaw enforcement, animal control, community safety initiatives, emergency preparedness, and disaster response. The incumbent plays a key role in building organizational capacity, advancing strategic initiatives, and fostering collaborative relationships with Council, senior administration, partner agencies, neighbouring municipalities, industry, and the public.

This role will be the County’s lead representative for the Sturgeon Regional Emergency Management Partnership (SREMP), coordinating regional emergency management planning, governance, and implementation with partner municipalities. This role is critical to ensuring the County’s preparedness and resilience in the face of natural disasters, public safety threats, and other emergencies requiring inter-jurisdictional coordination.

Reporting to the Manager, Protective Services, this role provides leadership in day-to-day operations, long-term planning, and policy development, while ensuring compliance with provincial legislation and municipal bylaws. The position is considered safety sensitive when responding to incidents and risk sensitive in all other circumstances.

Key Responsibilities

Leadership & Management (40%)

  • Provides strategic oversight for enforcement and emergency management services, ensuring compliance with municipal bylaws, provincial/federal legislation, and industry best practices.
  • Works with the Manager, Protective Services in the development, implementation, and maintenance of departmental policies, Standard Operating Guidelines, and long-range strategies for service delivery and community safety.
  • Assists with the reparation of and manages the operating and capital budgets, including forecasting staffing, technology, training, fleet, and facility requirements to support enforcement and emergency management activities.
  • Establishes and monitors performance metrics for bylaw enforcement and emergency management programs, evaluating effectiveness and identifying areas for innovation and improvement.
  • Represents Protective Services on corporate initiatives such as Asset Management, Occupational Health and Safety, Business Continuity Planning, and strategic planning committees.
  • Collaborates in the development and maintenance of the Sturgeon County Municipal/Regional Emergency Management Plan, ensuring readiness for emergencies and disasters.
  • Fosters positive working relationships with County Fire Services, community organizations, regional partners, and external agencies.
  • Oversees compliance with Occupational Health and Safety standards for all facilities, staff, and operational environments within Enforcement and Emergency Management.

People Leadership (30%)

  • Creates a positive, inclusive, and professional workplace environment that promotes collaboration, innovation, and open communication across the department.
  • Provides mentorship, coaching, and development opportunities for direct reports, with a strong focus on career planning and professional growth.
  • Establishes clear expectations, conducts performance evaluations, and holds staff accountable through constructive feedback and performance management practices.
  • Develops workforce succession planning strategies to ensure long-term organizational capacity and resilience in Community Safety.
  • Makes hiring decisions for approved roles in cooperation with Human Resources (HR), ensuring recruitment aligns with County staffing strategies and diversity goals.
  • Recognizes and rewards staff achievements in accordance with County values and policies.
  • Oversees schedules, staffing levels, and administrative direction for enforcement officers, emergency management personnel, and specialized staff.
  • Ensures compliance with HR policies, addressing performance issues, investigations, or discipline where necessary in collaboration with HR.

Emergency and Enforcement Operations Support (20%)

  • Provides senior oversight of the enforcement fleet, emergency management equipment, and technology systems, ensuring readiness, maintenance, and asset lifecycle planning.
  • Develops and oversees equipment and asset management strategies, including inspection schedules and compliance tracking.
  • Supports the Incident Command structure as Deputy Director of Emergency Management during emergency incidents, coordinating multi-agency resources and staff.
  • Ensures enforcement and emergency operations have the tools, resources, and training necessary for effective frontline service delivery.

Incident Response and Emergency Response (5%)

  • Actively participates in the Incident Command system as required, assuming leadership responsibilities during municipal emergencies.
  • Responds during significant emergency events, such as severe weather, hazardous materials incidents, and large-scale community disruptions.
  • Supports on-call duty rotations to ensure 24/7 emergency response and business continuity coverage.

Other Related Duties (5%)

  • Adheres to Sturgeon County’s Health and Safety Management System, policies, bylaws, and values, ensuring alignment with organizational and community expectations.
  • Attends training, conferences, and professional development sessions to maintain current knowledge of enforcement and emergency management best practices.
  • Assists and provides input with monitoring the training, instruction, and education programs for all department and emergency service personnel.
  • Supports the Manager, Protective Services when requested for Council and senior administration reports, program evaluations, and strategic recommendations.
  • Participates in departmental audits, inspections, and after-action reviews to ensure continuous improvement.
  • Represents Sturgeon County at regional, provincial, and federal emergency management and enforcement forums.
  • Acts as the Manager, Protective Services in their absence when delegated.
  • Performs other duties as assigned by the department manager.
  • Adheres to all of Sturgeon County’s policies, bylaws, procedures, and processes, as well as aligns work to the Sturgeon County values.

Requirements

Required:

  • Minimum of 5 years of progressive leadership experience within municipal or government role in the areas of enforcement, emergency management, protective services, or a related field.
  • Demonstrated supervisory and administrative experience at a senior level.
  • Previous experience working in inter-agency, municipal, or regional emergency management environments.
  • Experience in developing and implementing municipal enforcement programs and emergency management initiatives.
  • Incident Command System (ICS) – minimum 400 Level certification.
  • Designation or training in Emergency Management
  • A valid Alberta Class 5 driver’s license (minimum).
  • A clear Criminal Record (Vulnerable Sector) with periodic renewal as required.
  • Strong understanding of municipal enforcement, emergency preparedness, incident management, and disaster recovery processes.
  • Knowledge of Alberta’s Emergency Management Act, Municipal Government Act, Peace Officer Program, and Occupational Health and Safety legislation.
  • Familiarity with planning, resource allocation, community risk reduction, and municipal governance frameworks.
  • Strong interpersonal, relationship-building and communication skills with a proven ability to effectively influence others, with the ability to discuss and reach an agreement on issues in an objective, logical and sensible manner.
  • Ability to proactively identify and analyze complex situations/issues and in a large multi-stakeholder organization to recommend sound solutions to that are based on experience, research and understanding of the organizational goals and priorities.
  • Ability to regularly engage and collaborate with stakeholders to facilitate open and thought-provoking discussions to address current and future needs of the County.
  • Demonstrated ability to act as a visionary leader that develops and fosters a community of collaboration and teamwork promoting innovation and continuous improvement.
  • Ability to manage change effectively and proactively.
  • Ability to deal with confidential information with a high degree of diplomacy.
  • Ability to work in a team environment or independently.
  • Ability to read, research, create, interpret, and explain policies, directives, procedures, bylaws, meeting minutes, and relevant work-related legislation.
  • Demonstrated ability to prioritize and manage time effectively, working well and effectively under pressure while meeting deadlines.
  • Proficiency with Microsoft Office Suite of office products.

Assets:

  • A post-secondary education in Enforcement or Emergency Management would be an asset.
  • Post-secondary degree in Public Administration, Emergency Management, Law Enforcement, or a related field.
  • Peace Officer Supervisor certification and/or extensive experience managing municipal enforcement services is an asset.
  • Experience working in rural and regional municipal structures.
  • Participation in large-scale multi-agency emergency responses.
  • Leadership development training or advanced certifications in emergency management.
