Summary

The Business Retention, Expansion & Attraction (BREA) Officer plays a key role in growing and strengthening the local economy by supporting existing businesses, identifying opportunities for expansion, and attracting new investment. This position builds relationships with the business community, conducts research, coordinates support programs, and develops strategies to enhance economic vitality.

Key Responsibilities

Business Retention & Expansion

  • Build and maintain strong relationships with local businesses through regular outreach, site visits, and surveys.
  • Identify challenges, opportunities, and growth barriers faced by businesses.
  • Coordinate solutions with internal departments, regional partners, and provincial/federal agencies.
  • Maintain an updated business visitation database, track trends, and prepare reports on business needs.
  • Develop and implement programs that enhance workforce support, expansion planning, and succession readiness.
  • Develop and deliver BR&E programs, workshops, and initiatives.

Investment Attraction

  • Research and promote competitive advantages of the region to prospective investors.
  • Prepare value propositions, sector profiles, and investment marketing materials.
  • Respond to investment inquiries, facilitate site selection tours, and consult with landowners and developers.
  • Maintain an inventory of available commercial/industrial properties.
  • Represent the municipality at tradeshows, industry conferences, and networking events.

Research & Analysis

  • Collect and analyze economic data, including labour force statistics, industry trends, and commercial real estate activity.
  • Support the development of economic development strategies, policies, and action plans.
  • Monitor relevant government programs, grants, and incentive opportunities.

Community & Stakeholder Engagement

  • Work collaboratively with chambers of commerce, regional partners, government agencies, and industry groups.
  • Coordinate business workshops, roundtables, and community engagement events.
  • Promote local entrepreneurship and assist with small business support initiatives.

Program & Project Delivery

  • Lead or support economic development projects, grant applications, and policy initiatives.
  • Develop reports, presentations, recommendations, and updates for management and Council.
  • Support marketing, communications, and community profile projects as required.

Requirements

  • A degree or diploma in Economic Development, Business, Public Administration, Planning, or a related field.
  • Experience in economic development, investment attraction, business development, or community development considered an asset.
  • Professional certifications (Ec.D., CEcD., PCP., or similar) considered an asset.
  • Strong relationship building- and communication skills.
  • Analytical ability to interpret economic data and identify trends.
  • Project management and organizational skills
  • Proficient with MS Office 365 and familiar with CRM, GIS, and economic data tools.
  • Knowledge of municipal processes, land use- planning, and regulatory frameworks will be considered an asset.
  • Valid Class 5 driver’s license in good standing.
  • Criminal Record Check with satisfactory results.
