Updated Intermunicipal Collaboration Framework (ICF) Workbook Now Available

The new ICF Workbook consolidates recent legislative changes, refreshed guidance, and practical resources into a single, comprehensive tool to support municipalities undertaking ICF negotiations, reviews, and renewals.

RMA, ABmunis, and Alberta Municipal Affairs are pleased to announce the release of Version 5 of the Intermunicipal Collaboration Framework (ICF) Workbook. It was developed collaboratively by the three organizations, with contributions from the Local Government Administration Association (LGAA) and the Alberta Rural Municipal Administrators’ Association (ARMAA). The updated resource is intended to help elected officials, administrators, and facilitators better understand and navigate the ICF process, from agreement development and negotiation to ongoing administration and review.

The ICF Workbook serves as a key reference for municipalities meeting their obligations under the Municipal Government Act (MGA). Since the previous full workbook update was completed in 2020, legislative changes introduced through Bill 50, the Municipal Affairs Statutes Amendment Act, 2025, have altered several aspects of the ICF framework. The latest version of the workbook:

  • Incorporates legislative changes affecting ICFs resulting from recent MGA amendments;
  • Updates definitions, terminology, and legislative references to reflect the current legislative framework;
  • Consolidates previous workbook materials and legislative updates into a single resource;
  • Refreshes examples and case studies to better reflect current municipal practices and legislation;
  • Improves the workbook’s overall usability, accessibility, and readability; and
  • Provides practical guidance for elected officials, administrators, and facilitators involved in ICF processes.

RMA would like to thank ABmunis, Alberta Municipal Affairs, LGAA, and ARMAA for their collaboration and contributions throughout the project.
