Preamble:

WHEREAS accurate, localized weather and soil moisture data are critical for agricultural production, pest and disease monitoring, vegetation management, drought assessment, agricultural disaster evaluation, wildfire modelling, and other weather-dependent activities; and

WHEREAS some areas in the province have fewer agricultural weather stations and less dense monitoring coverage than other areas, resulting in weather and soil moisture data that may not adequately reflect local conditions experienced by producers; and

WHEREAS rural municipalities, agricultural producers, and provincial agencies rely on weather station data to support operational decision-making, crop reporting, moisture assessments, and agricultural risk management; and

WHEREAS existing weather station coverage may not sufficiently capture localized environmental variability across municipalities and agricultural regions;

Operative Clause:

THEREFORE, BE IT RESOLVED THAT the Rural Municipalities of Alberta advocate to the Government of Alberta (GOA) collaborate with municipalities, agricultural organizations, post-secondary institutions, and federal partners to assess gaps in weather monitoring stations across the province.

FURTHER BE IT RESOLVED THAT the GOA expand and modernize the provincial agricultural weather station network in Alberta through the installation of additional weather stations and soil moisture monitoring sites in underserved regions.

Member Background:

Agricultural producers and municipalities rely on weather and environmental data to support agricultural programming, crop and soil assessments, pest and disease monitoring, vegetation management operations, and evaluations related to agricultural disaster conditions. Current data sources do not always reflect localized conditions experienced across large agricultural regions. It is often the case that field observations differ significantly from reported weather and soil moisture conditions. This can affect the accuracy of operational planning and provincial agricultural reporting.

Accurate weather and soil moisture information supports agricultural producers in making informed decisions regarding seeding, spraying, crop management, pest and disease prevention, irrigation management, and harvest planning. Improved data quality also assists governments in assessing drought conditions, agricultural disasters, and environmental risks.

The Alberta Climate Information Service (ACIS) provides weather information for Alberta’s agricultural sector through a network of meteorological stations. However, concerns regarding lower station density in parts of the province continue to be raised by municipal and agricultural stakeholders. Data gaps remain particularly significant in large northern municipalities where local weather conditions can vary considerably over relatively short distances.

In discussions reported through municipal agricultural forums, provincial officials have acknowledged the need for additional weather stations across the province. While proposals to add stations are encouraging , municipal representatives have indicated that further investment is needed to achieve more equitable coverage levels.

Improving Alberta’s agricultural weather-station network would benefit producers, municipalities, provincial departments, emergency management agencies, and other stakeholders by providing more reliable and localized information for agricultural and environmental decision-making.
