The Opportunity for You

Palliser Regional Municipal Services (PRMS) is seeking a Safety Code Administrator to oversee the day-to-day operation of the PRMS Safety Code Program. This position is responsible for ensuring the effective administration of safety code permitting across PRMS member municipalities, including permit processing and issuance, financial management, municipal support and coordination with inspection agencies.

The Safety Code Administrator is the day-to-day operational lead for the program, with responsibility for independently addressing permit issues, resolving conflicts and ensuring the program operates efficiently and in accordance with the Safety Codes Act, applicable policies and Quality Management System (QMS). The position works closely with the QMS Manager, who provides overall program oversight and support on significant regulatory, policy and strategic matters. Key responsibilities will include:

  • Oversee and process the day-to-day administration and issuance of safety code and building permits, assisting with permit issuance as required in our small-office environment.
  • Independently identify and resolve permit issues, applicant concerns and operational conflicts, escalating significant or complex matters to the QMS Manager when necessary.
  • Take primary responsibility for the financial management and accounting of the Safety Code Program, including permit fees, revenues, inspection agency invoices, reconciliations and financial reporting.
  • Monitor and administer the QMS, permit policies, fee schedules and inspection agency contracts to ensure ongoing compliance and effective program delivery.
  • Coordinate with inspection agencies, municipalities, applicants and the Alberta Safety Codes Council as required.
  • Complete the annual safety code audit for PRMS municipalities and assist with addressing identified issues.
  • Provide training and support to municipal staff, including eSite training and training of Safety Code Clerks.
  • Provide direction and day-to-day support to the Safety Code Clerk and ensure the program’s workload is managed effectively.
  • Develop and maintain tools, templates and resources to improve consistency and efficiency in safety code administration.
  • Prepare operational and financial information for the QMP Manager, CEO and PRMS Board as required.

Requirements

Qualifications

  • Knowledge of Alberta safety code legislation, permitting processes and administrative requirements.
  • Experience in safety code administration, municipal administration, permitting or a related field.
  • Strong problem-solving and conflict-resolution skills, with the ability to independently address issues and exercise sound judgment.
  • Strong financial, organizational and administrative skills, with excellent attention to detail.
  • Excellent communication and customer service skills when working with municipalities, applicants, contractors, inspectors and the public.
  • Ability to manage multiple priorities and work independently in a small-office environment.
  • Experience with eSite and/or municipal permitting systems is an asset.
  • Post-secondary education in municipal administration, business, planning or a related field is an asset.
