Reporting to the Executive Director, Corporate Services, the Manager, People and Culture provides strategic leadership and trusted advice to County leadership and employees across human resources, learning and organizational development, and health and safety.
This role leads initiatives that strengthen organizational effectiveness, enhance the employee experience, and align people practices with County priorities. The Manager is accountable for implementing the Human Resources mandate, People Strategy, and related action plans, while supporting leaders in meeting their responsibilities under employment, labour, and occupational health and safety legislation, collective agreements, and County policies. The role guides organizational change initiatives related to culture, process improvement, talent development, and technology adoption.
The ideal candidate is a collaborative, consultative leader with demonstrated expertise in employee and labour relations; practical experience in talent management; and strong facilitation, mediation, and negotiation skills. They exercise sound judgment, build trusted partnerships, and are effective in navigating complex and evolving organizational environments.
