Government Accepts PTAS Recommendations in Principle 

Government of Alberta provides first formal response to PTAS Final Report recommendations 

RMA has received a joint letter from Minister of Municipal Affairs Dan Williams and Minister of Energy and Minerals Brian Jean confirming that the Government of Alberta has accepted the Property Tax Accountability Strategy (PTAS) Working Group Final Report Recommendations in principle and has begun work to plan and develop implementation steps. The letter states that staff from Municipal Affairs and Energy and Minerals will engage PTAS Working Group organizations on next steps related to individual implementation items. 

In April 2026, RMA provided Property Tax Accountability Strategy: RMA’s Priorities and Expectations for Government Action to Ministers Dan Williams and Brian Jean and released the document publicly to outline RMA’s expectations for how the Government of Alberta should advance implementation of the PTAS Final Report and its recommendations. The document called for timely government action, including the development of a coordinated implementation strategy, a monitoring and reporting framework, clear stakeholder engagement processes, and early administrative improvements that could be undertaken without legislative or regulatory changes. 

The PTAS process brought together the Government of Alberta, the Alberta Energy Regulator, municipalities, and industry representatives to develop solutions to the longstanding issue of unpaid oil and gas property taxes. The resulting PTAS Final Report included a series of recommendations intended to strengthen accountability, improve compliance, mitigate municipal impacts, and prevent future tax arrears. 

In their August 11 letter, Ministers Williams and Jean stated that government recognizes the importance of improving compliance frameworks to ensure companies meet their obligations to municipalities and to deter future tax delinquencies. The ministers also reaffirmed the government’s commitment to continued collaboration with PTAS partners throughout the implementation process. 

RMA is encouraged by government’s acceptance in principle of the PTAS recommendations and its commitment to advancing implementation. This acknowledgement represents an important first step in moving the PTAS work from recommendation development to action. 

RMA now looks forward to learning more about government implementation plans, including timelines, priorities, and how municipalities and other PTAS partners will be engaged throughout the process. As outlined in RMA’s expectations document, ongoing stakeholder engagement will be critical to ensuring the recommendations are implemented effectively and achieve their intended outcomes.
