Reminder: Complete RMA’s ICF Cost-Calculation Model Survey 

Member input is critical to informing RMA’s upcoming ICF Cost-Calculation Model resource 

On July 31, 2026, RMA distributed a survey via email to member Mayors/Reeves and CAOs seeking input on the development of RMA’s upcoming Intermunicipal Collaboration Framework (ICF) Cost-Calculation Model (CCM) Resource. 

As previously announced, RMA is developing this resource to support members in navigating legislative changes introduced through the Municipal Affairs Statutes Amendment Act, 2025 (Bill 50). The survey is a critical component of this work and will help ensure the resource reflects the realities, challenges, and priorities of rural municipalities. 

RMA is seeking feedback on topics including: 

  • Current approaches to cost attribution and cost-sharing; 
  • Challenges related to data availability, collection, and analysis; 
  • Experiences with cross-boundary service usage; 
  • Considerations related to CCM methodology and implementation; and 
  • Opportunities and concerns associated with the use of CCMs in ICF negotiation 

The information gathered through this survey will directly inform the development of the CCM resource and help ensure rural municipal perspectives are well represented in future ICF guidance and discussions with municipal neighbours. 

If you have not yet completed the survey, please check your email for RMA’s July 31 survey link and submit your response as soon as possible. Please contact RMA’s Policy and Advocacy staff if you need the link to be resent. RMA strongly encourages all member municipalities to participate, as broad member engagement is essential to developing a practical, useful, and representative resource for RMA members.
