In April 2024, the Government of Alberta launched the development of the provincial Passenger Rail Master Plan and began outlining a long-term vision for passenger rail in Alberta. Engagement activities took place throughout 2024 and 2025, including the Passenger Rail Forum, regional technical groups, public surveys, polling, and regional and virtual open houses. A summary of previous engagements can be reviewed here.
The province’s initial vision included a mix of public, private, and hybrid passenger rail systems. Potential components ranged from commuter rail connections in the Calgary and Edmonton regions, to regional rail links between major cities and Rocky Mountain parks, as well as opportunities to integrate municipal LRT systems into a broader provincial network.
The provincial government has now finished the development of the Passenger Rail Master Plan. Members can review the Master Plan’s executive summary and additional materials on the province’s website.
While the executive summary is a high‑level, forward‑looking document and does not yet address municipal roles, land‑use implications, or potential financial responsibilities, RMA will continue to monitor how the Master Plan may be implemented and will seek clarity on what implications, opportunities, and challenges passenger rail investments may present for rural municipalities.
To support continued engagement on this topic, the province is hosting two virtual information sessions to share key highlights of the completed Master Plan. RMA encourages members to register for the first session, scheduled for July 23, 2026, at 7:00 PM. A second session is planned for later in the Fall.
