Key Responsibilities

Key Responsibilities:

  • Lead and support strategic sourcing initiatives, including market analysis, supplier research, and competitive sourcing activities
  • Develop sourcing opportunities for corporate procurement strategies such as roster agreements, Group Purchasing Organizations, supply arrangements, and consolidated contracts to support County wide value, efficiency, and risk mitigation objectives
  • Ensure sourcing strategies align with trade agreements and County procurement requirements
  • Provide strategic advice and analytical insight to inform procurement planning and support organizational decision making
  • Supports the effective use of the County’s ERP system (Oracle) by analyzing procurement data, contributing to system improvements, and enhancing reporting and user capability
  • Analyze Oracle spend and performance data to identify sourcing opportunities, compliance trends, and areas for process improvement
  • Support the adoption of procurement technologies by assisting with tool evaluation, user guidance, and integration into procurement workflows
  • Develop and maintain performance reports, KPIs, and dashboards
  • Monitor procurement activities for alignment with applicable legislation, trade agreements, and County requirements, while identifying and recommending improvements to processes and documentation to enhance consistency, transparency, and efficiency
  • Build strong relationships with departments to support departmental capability, and provide strategic guidance within established procurement frameworks
  • Contribute expertise to complex procurement activities by supporting sourcing design, documentation, evaluation, and supplier engagement

Requirements

Qualifications and Skills:

  • Degree in Business Administration, Supply Chain Management, Public Administration, Finance, Data Analytics, or a related field with a minimum of five years of progressively responsible experience in procurement, strategic sourcing, data analysis, or a related public-sector or complex organizational environment
  • A diploma in a relevant discipline combined with significant directly related experience may be considered
  • A recognized procurement designation such as Supply Chain Management Professional (SCMP), Certified Public Procurement Officer (CPPO) or Certified Public Procurement Buyer (CPPB) would be considered an asset
    • Candidates actively pursuing a relevant designation will be considered
  • Experience with procurement data analysis, spend analytics, category opportunities, or ERP supported procurement processes
  • Demonstrated experience supporting complex or high value procurements through analysis, requirements development, evaluation design, or reporting
  • Proficiency with ERP procurement modules (Oracle preferred), including reporting and data extraction to support procurement analysis and compliance
  • Current knowledge in the field of procurement and industry practices, including public procurement
  • Knowledge of the legislative framework within the New West Partnership Trade Agreement, the Canada Free Trade Agreement and the Comprehensive Economic Trade Agreement
  • Excellent client relations and interpersonal skills, combined with judgement and discretion
  • Excellent verbal, written and presentation skills, combined with the ability to negotiate and influence outcomes
  • Strong analytical, risk management and strategic thinking skills to manage a variety of responsibilities within a dynamic environment
