Summary

Reporting to the Director, Finance and Business Supports, the Financial Analyst provides high-level analytical, financial, research, and special project support across Corporate Services and the Senior Management Team. The position operates at a corporate level, supporting integrated decision-making by linking financial planning, operational performance, and strategic priorities.  The Analyst plays a key role in supporting and coordinating the development of the County’s annual and multi-year budgets, working collaboratively with Finance, Corporate Services, and departments to ensure alignment between service levels, business unit plans, and corporate priorities.  This position includes the possibility of a highbred, and or, remote work environment including work from home.

Key Responsibilities

·    Collecting, analyzing, and interpreting financial data to provide actionable insights.

·    Provide senior level accounting and financial analysis expertise to support accurate financial reporting, budgeting, forecasting and organizational decision-making.

·    Develop and track Key Performance Indicators (KPI’s) across departments.

·    Aiding in the budgeting process and recommending improvements to reduce costs and enhance efficiencies.

·    Preparing monthly financial and capital asset reports that highlight the County’s financial status and the opportunities or risks involved.

·    Provide information to Senior Management and Council with a basis for making long-term and short-term strategic decisions.

·    Working with various departments to understand financial needs and assist in budget preparation and management.

·    Review financial components of reports, contracts, agreements, and funding arrangements for accuracy and compliance with policies, legislation, and internal controls.

·    Reviewing and recommending investment opportunities to maximize returns in a conservative risk environment.

·    Respond to ad-hoc financial date requests and analysis needs from internal and external stakeholders.

·    Utilizing statistical software and spreadsheets to analyze financial data, create financial models and support decision making.

·    Maintaining databases and ensuring that they consistently have up-to-date and accurate information.

·    Conducting comparative analysis and benchmarking for industry standards and best practices.

·    Engaging in continuous improvement initiatives to enhance the financial reporting system’s effectiveness and efficiency.

·    Perform other related duties and special projects as requested by the Director, Corporate Services related to job duties.

·    Adhere to the County’s confidentiality requirements, including the appropriate use of information and maintaining the security of all acquired information relating to employees, businesses, and/or residents of Woodlands County.

·    Maintain knowledge of and comply with relevant legislation, policies, and procedures, while continually seeking learning opportunities to enhance knowledge in relevant fields of work.

·    Participate, in good faith and to the best of their ability, in all training and development programs, as assigned by Woodlands County.

Requirements

·    Strong financial and analytical skills, including the ability to interpret complex data and provide meaningful insights.

·    Strong understanding of municipal budgeting processes, including operating and capital budgeting.

·    Ability to apply a systems-thinking approach, understanding how decisions, resources, and services interact across the organization.

·    Ability to integrate financial, operational, and strategic considerations to support holistic decision-making.

·    Demonstrated experience in performance measurement, KPI development, and strategic reporting.

·    Advanced research, problem-solving, and critical thinking skills.

·    Strong written and verbal communication skills, including report writing and presentation skills.

·    Ability to work independently and collaboratively in a fast-paced environment with changing priorities.

·    Proficiency in Microsoft Office applications, particularly Excel; experience with financial and reporting systems is an asset.

·    Ability to quickly learn and adapt to new systems and technologies.

·    Strong organizational and time management skills with attention to detail and accuracy.

·    Post-secondary education in Business Administration, Finance, Economics, Public Administration, or a related field is considered an asset.

·    Equivalent combinations of education, professional development, and relevant experience will be considered.

·    Minimum of three (3) to five (5) years of progressively responsible experience in analysis, finance, corporate reporting, or performance measurement.

·    Experience in a municipal or public sector environment is considered an asset.

·    Professional accounting designation (CPA) or progress toward designation is considered a strong asset.

·    Demonstrated experience in financial analysis, corporate reporting, and strategic or organizational analysis may be considered in lieu of formal education.

·    Must obtain Incident Command System (ICS) 200 certification within two (2) years of hire.
