Summary

Reporting to the Manager, Municipal Clerk’s Office, the Legislative Officer plays a key role in supporting transparent and effective municipal governance. This position is responsible for the coordination and facilitation of Council, Council Committee, and Public Hearing processes, including electronic meeting management, agenda and minutes production, and the provision of procedural guidance and support. Working closely with elected officials, Committee members, internal departments, and members of the public, this role ensures the accurate and timely flow of legislative processes that support informed decision-making and uphold the organization’s commitment to openness, accountability, and public service. 

Key Responsibilities

Key Responsibilities: 

  • Liaise and communicate regularly with department staff to provide mentorship, advice, assistance, and direction on material being presented to Council and Council Committee  
  • Attend all relevant meetings pertaining to Council and Council Committees 
  • Monitor compliance with administrative procedures relating to Council reports and make recommendations for revisions as necessary and appropriate, such as pre-meeting legislative drafting assistance in the preparation of reports, policies, and notices of motion, bylaws and amendments  
  • Protect Council closed session records and maintain strict confidentiality with respect to such records  
  • Coordinate the annual calendar for Council meetings, Council Committee meetings, and Public Hearings, and coordinating the calendar of internal deadlines for all agendas related to these bodies  
  • Electronically record proceedings of meetings in accordance with the legislation within the Municipal Government Act and the County’s Meeting Procedures Bylaw  
  • Respond to questions from elected officials, media, administration and the general public regarding meeting procedures and provide all relevant information  
  • Coordination, maintenance and training for staff on Council Report Writing  
  • Coordination, maintenance and training for staff on the electronic meeting management software (eSCRIBE)  
  • Providing complex research services to the public, administration and elected officials regarding bylaws, policies, resolutions and other Council records (present and historical) 

Requirements

Qualificationsand Skills: 

  • Post-secondary specialized training/certificate in Office Administration or a related field  
  • Minimum of 9 years of progressively responsible administrative experience, preferably in a local government setting  
  • Completion of a certificate in Tribunal Administrative Justice would be considered an asset  
  • Experience with change management or project management is an asset  
  • Experience in a political environment is required 
  • Strong understanding of the operations and administration of municipal governments, as well as legislative requirements related to Meetings of Council and parliamentary procedure  
  • Proficient in applying and supporting technology systems, delivering end-user training, and researching and communicating solution options to internal partners within the organization 
  • Exceptional verbal and written communication skills, complemented by strong research and analytical abilities 
  • Strong political awareness and diplomacy in a fast-paced, public-facing role, with the ability to engage internal and external parties and balance competing interests 
  • Ability to assess multiple competing priorities and evaluate impacts to develop well-informed, balanced solutions
