Summary

The County of Wetaskiwin is seeking a Capital Projects Officer, reporting to the CAO and will lead the planning, design, procurement, and delivery of municipal capital projects from conception to completion. This role manages complex, multi-disciplinary infrastructure projects while providing leadership, technical expertise, and strategic input into capital planning and asset management. The Capital Projects Officer will be committed to working within a strong and team-oriented corporate culture, showing flexibility, collaboration, and adaptability.

Key Responsibilities

The successful candidate will be responsible to:

  • Mange a portfolio of capital projects from planning through completion, including scheduling, budgeting, inspections and quality control.
  • Lead project planning, budgeting, scheduling, risk management and reporting.
  • Administer contracts, review invoices and manage cost controls.
  • Coordinate consultants, contractors and internal teams.
  • Identify project risks and regulatory requirements.
  • Prepare and review designs, specifications and cost estimates.
  • Contribute to long-term infrastructure planning.
  • Support facility maintenance planning and projects.
  • Drive continuous improvement in project delivery.
  • Liaise with departments, agencies, consultants, and the public.
  • Prepare reports and presentations for leadership and Council.
  • Ensure compliance with legislation, environmental regulations and policies.
  • Support permitting and regulatory approvals.
  • Maintain required project documentation.
  • Ensure all worksites, internal and contractors, are meeting Occupational Health & Safety standards, expectations and regulations.
  • Demonstrated understanding of municipal water and wastewater operations.
  • Assist with other duties as allocated.

Requirements

Experience 

  • 5-7 years recent experience in civil infrastructure project delivery
  • Proficient in Microsoft Office and GIS programs
  • Experience and knowledge of the Municipal Government Act and Robert’s Rules of Order.

Education

  • A bachelor’s degree or diploma in Civil Engineering, Construction Engineering, Architecture, or a related field
  • An industry related designation such as: E.T., P.Tech., P.L. (Eng), EIT, PMP, or P.Eng.

What we Offer

The County of Wetaskiwin offers a competitive municipal compensation package for our Capital Projects Officer position including:

  • Full time, permanent position based on a 35-hour standard work week 8:30 am – 4:30 pm
  • Salary Range: $116,025 – $146,083. Qualifications and experience are used for grid placement.
  • Vacation entitlement starting at 3 weeks
