Position Summary

Reporting to a Deputy Chief, the Fire Prevention Officer is responsible for leading and actively participating in the provision of Fire Safety Education and Code Enforcement. The position is responsible for ensuring consistent attention to operational preparedness and ongoing community planning through utilization of the County’s Quality Management Plan (QMP), Fire Code, County Bylaws, and other applicable applications.  Through using sound judgement and technical knowledge the Fire Prevention Officer conducts fire inspections, investigations, and fire safety programs to support the safety of County residents and businesses. The Fire Prevention Officer directs and coordinates daily public interaction and ensures the provision of public education related to prevention, safety, and risk mitigation through a strategic community approach.

Key Responsibilities

Core Accountabilities

  • Conduct fire inspections and pre-incident planning, including hydrant or water cooperative mapping and area familiarization
  • Evaluate and comment on internal file circulations related to projects, events and/or developments within Rocky View County from a fire safety perspective and in compliance with applicable codes.
  • Conduct fire investigations into origin and cause, which may include emergency call out, and complete all required documentation.
  • Provide support to other departments in the fulfillment of Fire Prevention Code compliance requirements.
  • Coordinate and deliver public education programs as directed by the Fire Chief.
  • Respond promptly to public inquiries and participate in concern resolution.
  • Scientifically determines the causality of an incident and lead the application of documented investigation techniques.
  • Act as a technical representative on committees.
  • Serve as a County FireSmart representative, supporting the community champion for community based FireSmart initiatives.
  • Represent Fire Services at corporate or external meetings as assigned, providing emergency management, planning and prevention insight.
  • Ensure readiness of all assigned vehicles, equipment, and supplies, maintaining them in proper working order.

Leadership

  • Support suppression crews in the delivery of fire prevention activities and public education programs.
  • Provide coaching and mentoring to suppression crews on fire safety and code as subject matter expert.
  • Endeavor to build a safe and positive team atmosphere and foster positive relationships with internal and external customers.
  • Demonstrate an ongoing commitment to the principles of the composite fire service model.

Health & Safety

  • Maintain an adequate level of physical fitness to continuously perform all duties required in this position including but not limited to excellent cardiovascular fitness and bending, lifting, and carrying as required.

Requirements

  • Standard First Aid with CPR and AED
  • Basic Emergency Management and ICS 100
  • Demonstrated problem solving and communication skills.
  • Demonstrated strong interpersonal skills and able to maintain self-discipline and professionalism at all times.
  • Clean Criminal Record.
  • Class 5 driver’s license with clean 5-year driver abstract.
  • Possess the physical agility and stamina sufficient to perform all functions of this position in extremely adverse conditions.
  • Satisfactory completion of a medical examination.
  • Available to perform On-Call duty as required.
  • Demonstrated competence with basic computer functions (ex. use of MS Office Suite) as well as keyboarding skills.

Level 3

  • SCO Group B, Level 1 Designation
  • Local FireSmart Representative Training (asset or the ability to complete in 6 months)
  • Previous firefighting experience (asset)
  • Previous Fire Prevention Officer experience (asset)
  • NFPA 1035 Level 1 (asset)
