The Transportation Engineering and Operations Capital Projects team is looking for an outstanding project leader that can build strong stakeholder relationships and bring the right people together to come up with innovative ideas and solutions!

The Capital Project Manager I provides management and supervision of transportation and drainage capital rehabilitation construction projects up to $5M for the Transportation Engineering and Operations department. This includes developing project plans, communication & coordination with project partners, design, construction, schedule, quality assurance, budget, cost control, and resolving conflicts or unforeseen events. This role ensures the project is compliant with Strathcona County’s Capital Project Business Case, Design and Construction Standards, engineering best practices, and both provincial and federal regulations. Success in this role depends on identifying unforeseen issues and knowing when to adjust scope, seek expertise, or amend budgets.

Business case review of capital projects, typically up to $5M
Prepare Requests for Proposals including project background, history, site conditions and evaluate submissions for engineering consulting services
Contract administration and supervision of consultants and contractors to ensure projects are completed on time, within budget, in compliance with specifications and technical requirements, and meet the requirements of the Business Case
Meet with residents and other stakeholders to present design alternatives, land impacts and resolve issues
Prepare project cost estimates, preliminary plans, and related documents
Prepare tender documents for projects to be undertaken
Check and evaluate tenders, check contractor qualifications, make recommendations for award
Attend and/or arrange all regular site meetings representing Strathcona County, make decisions based on technical judgement and ensure the project is in line with the County’s strategic goals
Make regular site visits to check progress, ensure quality and contract compliance, monitor contractor activity and perform site inspections
Review and check all invoices, progress claims, and internal charges to conform to agreement terms
Prepare, update and implement communication plans, schedules, project cost tracking to ensure up to date information is provided to stakeholders
Develop, coordinate and review design plans to ensure public safety, Business Case compliance and economical project completion
Arrange and attend the Construction Completion inspection, ensure as-built drawings are finalized and received, and arrange and/or attend the Final Acceptance inspection
Provide mentorship and training to other staff within the department
Assist Senior Capital Project Managers with project close out, as well as assist department with CCC and FAC inspections to ensure compliance with County Design and Construction Standards
Assist with the development of the 5-year capital plan by coordinating and finalizing estimates and engineering for future capital projects

Requirements

Qualifications and Skills:

Diploma in Civil Engineering Technology or a Degree in Civil Engineering
Certification as a Certified Engineering Technologist (C.E.T) with the Association of Science and Engineering Technology Professionals of Alberta (ASET), or an Engineer in Training (E.I.T.) with the Association of Professional Engineers and Geoscientists of Alberta (APEGA)
2 years related experience in road construction and asset maintenance is an asset
Related experience working within a municipal setting and/or private contractor is an asset
Sound understanding of construction procedures, pavement design properties and pavement evaluation and must be familiar with current TAC and ITE guidelines, as well as Strathcona County Design and Construction Standards
Experience in construction survey and measurements, familiarity with construction safety and signage and knowledge of Occupational Health and Safety regulations
Course work in Transportation Engineering, specifically roadway construction, rehabilitation, geometric design, materials testing, and contract law is an asset
Strong project management skills, analytical and problem-solving abilities
Excellent interpersonal, verbal and written communication skills and experience in dealing with contractors and the public
Proficient with Microsoft Office Suite, AutoCAD, arcGIS and Civil3D as well as spreadsheet applications

Conditions of Employment:

Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits
Occasional use of personal transportation may be required for project site visits; mileage will be reimbursed as per Strathcona County’s mileage reimbursement guidelines
Willingness and flexibility to work extended hours
Willingness to work in both an office and field environment, including inclement weather and may include remote rural areas within Strathcona County
