Summary

Reporting to the Director of Infrastructure Services, the County of Wetaskiwin No.10 is seeking an experienced full-time permanent Public Works Manager of Operations to lead and manage key operational programs that maintain and improve our transportation infrastructure. This is an in-office leadership role ideal for a leader who can balance hands-on field engagement with high-level strategic planning and be available for occasional evening or high priority meetings as required. This position oversees all areas of Public Works Operations including supervision of middle management, foremen, unionized staff, and administrative assistants. The Manager of Operations ensures the effective delivery of operational programs, planning and implementing various public works projects inclusive of capital projects and directing contracted services. The County maintains over 2,000 km of gravel roads, 120 km of paved/oiled roads, and approximately 200 bridge files across the region.

Key Responsibilities

Responsibilities

  • Provide visible leadership and engagement across the department
  • Develop and manage operational programs, capital projects, budgets, and strategic plans
  • Prepare and manage various detailed project plans, contracts and procurement
  • Monitor managed program tracking and generate reports for presentation to Council, making recommendations for adjustments to maintain efficiency and compliance
  • Ensure compliance with the Municipal Government Act, County policies/procedures, health and safety regulations, and Collective Agreements
  • Public Works programs include:
    • Gravel and paved road construction and rehabilitation including seasonal maintenance
    • Bridge maintenance and replacement program
    • Drainage systems including ditching and culvert projects
    • Roadside brushing program
    • Snow Removal
    • Annual Gravelling program
    • Signage maintenance and replacement

Requirements

Education and Experience

  • The successful candidate will possess the following:
    • Excellent leadership, communication, and organizational skills
    • Minimum 8-10 years of related progressive experience, including minimum 5 years of supervisory experience in public works, preferably with a union labour force
    • Post-secondary education in Civil Engineering, P.Eng., C.E.T. preferred, municipal operations, or related field; equivalent experience may be considered
  • High proficiency in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint)
  • Class 5 Driver’s License with a clean abstract
  • Strong technical knowledge of road construction and maintenance technologies

Assets

  • GIS and Survey Proficiency
  • Project Management (PMP) Certification
  • Utility operations with water and wastewater education, certifications and experience
  • Bridge maintenance, repair and replacement experience
  • Brushing operations and overland storm drainage experience

The County of Wetaskiwin offers a competitive municipal compensation package for our Public Works Manager of Operations position including:

  • Full time, permanent position based on a 40-hour standard work week
  • Salary Range: $116,026 – $146,083, plus use of a company vehicle. Qualifications and experience are used for grid placement
