Summary

Foothills County encompasses a diverse rural landscape covering approximately 3,600 square kilometres located in the foothills of southern Alberta.

We are accepting applications for a permanent, full-time Community Peace Officer to join our Emergency Services team.

Under the general direction of the Manager of Enforcement Services, the CPO is responsible for providing provincial statute and municipal bylaw enforcement services within the county and any other contracted municipalities.

Key Responsibilities

Provincial Statute Enforcement

  • Enforce any provincial statue of a regulatory nature for which enforcement authority has been granted, through the terms of a Peace Officer Appointment, including but not limited to:
    • Traffic Safety Act and Associated Regulations
    • Public Highways Development Act
    • Provincial Offences Procedures Act
    • Gaming, Liquor & Cannabis Act
    • Animal Protection Act
    • Dangerous Dogs Act
    • Trespass to Premises Act
    • Petty Trespass Act
    • Environmental Protection and Enhancement Act
    • Municipal Government Act

Traffic Enforcement

  • Enforcement of private passenger and commercial vehicle traffic throughout the municipality
  • Patrol the County on a regular basis placing emphasis on general traffic enforcement, axel weight enforcement and commercial vehicle safety enforcement.
  • Enforce road ban orders passed by Council.
  • Investigate complaints, accidents and disputes and take appropriate action to render assistance and enforce the laws that are within the Community Peace Officer’s jurisdiction.
  • Provide assistance and cooperation to all other County departments and other law enforcement agencies in the performance of their duties.
  • Issue provincial violation tickets to ensure appropriate penalties are imposed for infractions of laws that are within the Community Peace Officer’s jurisdiction.

Animal Control

  • Enforcement of the Animal Protection and Dangerous Dogs Acts.
  • Apprehension, transport and handling of dogs is required.

Other Provincial Statutes

  • Investigate and take appropriate action in relation to complaints received or officer located contraventions of all provincial statutes documented on the Peace Officer Appointment.

Municipal Bylaw Enforcement

  • As a Bylaw Enforcement Officer, appointed pursuant to the Municipal Government Act, responsible for the enforcement of municipal bylaws including but not limited to:
  • Traffic Safety Bylaw
  • Community Standards Bylaw
  • Responsible Dog Ownership Bylaw
  • Dark Sky Bylaw
  • Land Use Bylaw
  • Enforcement includes receiving complaints and inquiries, investigation of complaints, advising responsible parties of infractions, seeking compliance through education and/or providing direction and, when required, taking remedial and/or enforcement action against the responsible parties.
  • Investigate and take appropriate action, including the apprehension of dogs, in relation to dog complaints.
  • Assist in mediating neighbourhood disputes.

General Responsibilities

  • Ensure that all equipment and patrol vehicles are maintained properly.
  • Maintain a safe working environment and report all safety concerns to direct supervisor.
  • Liaise with other Community Peace Officers, Bylaw Enforcement Officers, RCMP and Provincial agencies as required.
  • Provide to the Manager of Enforcement Services monthly, annual or other reports as the Manager of Enforcement may require from time to time.
  • Assist as required in the preparation of annual budgets for law enforcement activities within the boundaries of the County, which are within the jurisdiction of the Community Peace Officer.
  • Provide effective public relations between the County and its residents in relation to law enforcement including educational, promotional and safety programs and provide information and/or assistance to the public relative to statutory or bylaw inquiries.
  • Perform other duties as assigned from time to time.
  • Take the official oath as prescribed in the Peace Officer (Ministerial) Regulation AR 312/2006.

Prosecutions

  • Investigate complaints thoroughly ensuring all proper documentation is prepared / gathered for all prosecutions, including the issuance / gathering of summons, subpoenas, witness statements, court briefs, affidavits, etc.
  • Provide assistance to others and related reports to the County’s solicitors and insurers.

Requirements

  • Minimum requirement is a High School Diploma plus a minimum of a 2-year Diploma program in a Law Enforcement related field and/or extensive law enforcement, peace officer or policing background.
  • Must have or be able to pass an RCMP Enhanced Reliability Security Clearance.
  • Must have or be eligible for a Community Peace Officer 1 Appointment from Alberta Justice and Solicitor General.
  • Knowledge of general traffic enforcement, commercial vehicle enforcement, applicable provincial statute legislation and court procedures is required.
  • Knowledge of municipal bylaw enforcement, animal control practices and working knowledge of Municipal Government Act and processes surrounding enforcement, entering onto properties, seeking orders and the injunctive process would be an asset.
  • For new applicants who do not have a CPO Appointment for Foothills County, the completion of the PARE physical abilities testing (or recognized equivalent), within the past six (6) calendar months, with a time of 4 minutes 45 seconds or less.
  • Full physical mobility with a good level of physical fitness.
  • Prior experience in a courtroom setting is beneficial.
  • Ability to appear before appeal boards and to provide in-depth case reports associated to appeals of remedial and/or stop orders would be an asset.
  • Experience utilizing software including Microsoft Office and Report Exec are assets.
