The Government of Alberta has launched the 2025-26 Alberta Community Partnership (ACP) program, with applications now being accepted. The ACP program provides funding to support intermunicipal collaboration, capacity building, and restructuring initiatives. For 2025-26, the ACP program budget is set at $13.4 million, a $0.7 million increase from 2024-25.
Following a program evaluation completed in 2024, several updates have been introduced including increased maximum project funding in several components, expanded eligibility for in‑kind contributions, and a new Asset Management Support stream targeted at smaller municipalities. All components now also require combined financial and outcomes reporting through the new Statement of Expenditures and Project Outcomes (SEPO). Key program changes include:
- Intermunicipal Collaboration: Managing partners must confirm council resolutions by December 23, 2025.
- Municipal Restructuring: Higher maximum project funding, and debt servicing is no longer an eligible expenditure.
- Mediation and Cooperative Processes: Higher maximum project funding and expanded in‑kind eligibility.
- Municipal Internship: Increased maximum project funding.
- Asset Management Planning Support: Introduction of an invitation‑only stream for municipalities under 5,000 without an Asset Management Plan.
RMA welcomes the inclusion of the Asset Management Planning Support component, as asset management has been a consistent focus of RMA’s advocacy. Many rural municipalities face challenges in developing and implementing asset management plans due to limited capacity and resources. This new stream represents a positive step in addressing those gaps and supporting long‑term municipal sustainability.
Application deadlines are as follows:
- Municipal Internship: October 24, 2025
- Intermunicipal Collaboration: November 28, 2025
- Municipal Restructuring: January 15, 2026
- Mediation and Cooperative Processes: February 3, 2026
