Manager Operational Services
2019 Pay Band - $107,133/annum
Position Summary:
This position will manage resources (e.g. human resource and financial management) within the Infrastructure Maintenance section; supervises the daily operations; participates in the development and implementation of business plans, delivery of service levels and operational budgets. Coordinates, analyses and prepares recommendations relative to all road maintenance activities for the County; participates in the development and implementation of program goals, objectives, measures outcomes and prepares related reports. Recommends and implements measures for service delivery standards and long-range road maintenance initiatives and fleet purchases. In addition, develops, maintains, and monitors customer service standards and makes recommendations as required. Consults with and informs the public, community user group and other stakeholders. Maintains a master schedule for all infrastructure maintenance projects, fleet replacement and operational field staff; oversees County’s snow removal programs and ensures that department staff and contractors follow safe work practices and County Health and Safety procedures.
Key Responsibilities Include:
Core duties:
- Assigns, plans, directs, coaches, supervises and otherwise coordinates the day-to-day management and administration of the County’s Operational Services’ Foremen, equipment operators, trades personnel, contracted services, unskilled and semi-skilled casual labour for the Infrastructure Maintenance services section and the interaction of the department with other County sections and services.
- Controls budget expenditures, seeking advice from staff and senior management as appropriate; approval of invoices which directly relate to the functional area; ensures pre-authorized spending limits are followed; approves purchase order in advance and in accordance to County policy.
- Directs and manages the efficient management and maintenance of all County owned infrastructure maintenance facilities and equipment (within functional area) by developing and supporting a preventative maintenance/repair or replacement schedule. Develops, maintains and schedules work programs to maintain a year-round traffic flow, including snow removal and winter sanding, road maintenance, signage, etc. Assesses and recommends long and short- term maintenance requirements.
- Plans and directs preventative maintenance, repairs and custom work pertaining to culverts, dust control and other County infrastructure maintenance requirements. Continually updates research, develops and has updated Infrastructure Maintenance practices and procedures, job descriptions and service standards to improve employee safety, productivity and public efficiency.
Requirements:
- Minimum Grade 12 or equivalent, combined with a Diploma in Civil Engineering, possesses or be eligible for CET designation; or combination of certification and extensive experience in a related field; knowledge in Emergency Management would be an asset;
- Progressive responsibility in municipal operational services (public works) along with three (3) to five (5) years in a senior supervisory capacity directing personnel in the delivery of municipal operational services (public works);
- Requires a thorough knowledge of road construction and maintenance, including the ability to identify problems and ensure the necessary repairs to infrastructure; thorough knowledge of the operation and capabilities of heavy equipment such as loaders, excavators, graders, dump trucks, asphalt patching machines;
- Proven ability to prepare accurate cost estimates, budget related data, and infrastructure maintenance project management; and a valid Alberta Class 5 operating license (6 demerit points or below).
