Rocky View County is looking for a Utilities Coordinator to coordinate with the department on water meter deployment, monitoring, and invoicing; accounting and budgeting experience is required. As the primary point of contact for customer requests, inquiries and complaints, public interaction and interaction with internal departments is also an important function of this job. The successful candidate will support the Utilities team and its 3rd party contractors/consultants with general services and support.

Key Responsibilities Include:
- Develop and maintain a communication strategy to better enhance the flow of information between Utility Services and customers. Within this key area, the incumbent must receive and organize information requests, research, and compile the information and ensure it is in a format suitable for its audience.
- Responsible for FOIP Requests related to Utility Operations Documents. Searching, scanning, and compiling relevant records for the request, tracking time and submitting formal responses to the FOIP Coordinator.
- Working with the Lead, develop and maintain a Communication Strategy to better enhance the flow of information between Utility Services and other County departments. Within this key area, the incumbent must receive and organize information requests, research, and compile the information and ensure that the information is compiled in a format suitable for its audience.
- With support from IT, development maintenance and enhancement of department databases, GISMO layers, mapping needs and entering of data required for technical mapping layers in GISMO (TOL, Water/Wastewater and Cost Recovery).
- Develop and maintain databases and GIS layers for more effective information flow throughout Rocky View County including coordination with other databases (i.e., CityView).
- Coordinate with 3rd party contractors on file reviews, including searching for required County information, agreement execution, coding monthly invoices, and quarterly billing requests.
- Respond to legal inquiries related to Caveats, Land Development, Easements and Utility Infrastructure issues. Incumbent must be able to review Certificates of Title, Caveats, Agreements, etc. to determine the legal obligations and rights of the County regarding such. Must have a working knowledge of Alberta Land Titles procedures for registrations and discharges.
- Lead by example by providing superior customer service as well as following and promoting industry and County best practices, and County values and objectives.
- Demonstrate knowledge of municipal government and of department and County rules, regulations, policies, procedures, and functions.
Requirements:
An experienced administrative professional with a minimum of three years along with specialized training in a related field (ideally including GIS) along demonstrated, outstanding customer service skills (both internal and external).
- Previous experience in the various aspects of municipal utility issues strongly preferred.
- Demonstrated aptitude for financials (spreadsheets, invoicing, budget tracking and reconciliation).
- Demonstrate a high level of integrity and professional conduct and be perceived as consistent, neutral, and objective in business activities.
- Demonstrate initiative and innovation to identify areas for improvement and implement appropriate changes as necessary.
- Promote a work environment that is productive, reliable, and efficient and is geared to service excellence by working collaboratively with coworkers, the public and external organizations and representatives.
- Possess above average written and oral communication skills including the ability to appropriately gauge the needs of the situation and adapt the communication style accordingly.

- Proficiency in MS Office Suite.
- A working knowledge of GIS is an asset.
- Previous working knowledge of databases is preferred.
