THE OPPORTUNITY

Reporting to the Associate VP, Policy and Engagement, the position provides plans and executes Council policy development and public engagement initiatives using project management techniques.

Policy development, including implementation and evaluation, includes making recommendations to the Government of Alberta on regulatory changes, changing rules for safety codes officers, and establishing corporate policies.

Public engagement activities include surveys of users of programs and services, facilitating standing working groups often called sub-councils that provide advice on whether to adopt national and international construction codes and standards into law in Alberta, and focus groups with industry organizations and communities around issues and opportunities.

Key Responsibilities

  1. Responsible for policy and public engagement project management. Key tasks include:
  • Initiating and planning projects using common project management tools and techniques, like project plans and work breakdown structures.
  • Establishing mechanisms and documentation to identify risks, mitigations, respond to issues, and take action to ensure quality and that the project is on time, on scope, and within budget.
  • Using project management software to track and report on the project status and take action to ensure it stays on time, on scope, and within budget.
  1. Responsible for policy development. Key tasks include:
  • Conducting research and analysis to identify issues, solutions, and impacts of and to programs, policies, regulation, and legislation.
  • Developing recommendations and documentation to support decision making by the Council.
  • Developing policies and procedures to implement recommendations made by the Council.
  • Developing performance measurement or evaluation plans.
  1. Responsible for public engagement. Key tasks include:
  • Identifying opportunities to engage those impacted in promoting and improving the safety codes system.
  • Planning public engagements including developing engagement plans, data collection materials, data collection tools and presents the approach to management for decision-making.
  • Executing engagements, including facilitation and logistical support.
  • Analyzing the data using qualitative and quantitative techniques.
  • Reporting and sharing the results.

Requirements

  • Post-secondary degree in Political Science, Economics, Arts, Business, Law, and/or related field. Equivalencies will be considered on the basis of 1 year of education for 1 year of directly related experience.
  • Four years of progressively responsible experience, that covers all aspects of policy development.
  • Government or regulatory organization policy development experience is an asset.
  • Four years of progressively responsible experience in public engagement, that includes designing the engagement, collecting the qualitative and quantitative data, facilitating in-person and virtual group conversations, analyzing qualitative and quantitative data, and writing and reporting on findings, relationship building, and negotiation.
  • Four years of experience in managing projects and using industry-recognized project management techniques.
  • Project management certification would be an asset.
  • Public engagement certification would be an asset.
  • Experience providing advice to senior decision-makers, research, strategic-thinking, report writing, business case development.
  • Experience using office software (e.g., Adobe, Outlook, Word, Excel, PowerPoint, SharePoint, Teams, Zoom).
  • Ability to type approximately 60 words per minute for minute taking at meetings where information is shared orally.
