Summary

The Senior Long Term Financial Planning Advisor is a key member of the Financial Planning Branch that provides complex financial information to all levels of the organization to support strategic decisions that will set the direction for the future growth and development of Strathcona County. This position is responsible for providing in-depth financial accounting, planning and budgeting expertise to develop funding strategies for priority based, multi-year operating and capital budgets. This position leads and coordinates continuous enhancement, implementation, and maintenance of multi-year planning and execution processes. The role provides key support to all levels of the organization as an influential and trusted senior advisor.

Key Responsibilities

Responsibilities

  • Support the Manager, Financial Planning in ensuring short, medium and long-term financial plans are available to support achievement of Strathcona County strategic goals and objectives
  • Provide expertise and input to inform short, and medium budgets and long-term financial plans, including developing analyses and projections to inform County capital plans, capital and operational funding strategies, and revenue and operations strategies
  • Draft financial planning reports and presentations for submission to the Executive Team and Council
  • Lead and coordinate the provision of strategic financial planning and accounting expertise essential for the enhancement, implementation, and maintenance of the Multi-Year Planning and Execution (MYPE) processes
  • Collaborate with senior representatives of Financial and Strategic Services and County departments to update and maintain MYPE budgeting processes and data and analyze critical data
  • Develop reports and recommendations based on analyses of MYPE data for consideration by other departments, Executive Team and Council to make strategic decisions
  • Provide financial expertise and guidance essential to the development, implementation, operation and maintenance of the Program Based Budgeting and Financial Reporting process
  • Provide strategic financial accounting expertise to facilitate development of the annual operating and capital budgets for Strathcona County
  • Provide guidance and support to project teams made up of Financial and Strategic Services and County business area representatives, consultants and contracted resources

Requirements

Qualifications and Skills 

  • Related degree with a minimum of 7 years experience in financial planning and management that includes complex strategic planning, analyses and consultation
  • Professional accounting designation (CPA) is required
  • Extensive knowledge of financial accounting, budgeting, and planning preferably within a municipal environment setting
  • Experience in project management is an asset
  • Excellent interpersonal and communication skills to maintain a corporate mindset and interact positively throughout the organization and with the public
  • Strong leadership skills and the confidence to work with Council and senior management
  • Excellent organizational and project management skills to carry out a variety of projects, to work independently and with initiative
  • Flexibility, professional judgement and a demonstrated understanding of complex and multi-faceted issues to adapt to the dynamic and constantly changing work environment
