Design, implement and support corporate planning processes to ensure appropriate and timely participation by Council, Administration, the public, and other relevant stakeholders.
Apply knowledge of strategic business planning, performance measurement and reporting methodologies in the creation of programs, processes, and tools.
Provide in-depth planning expertise to inform strategic, short and long-term decisions that set direction for the future growth and development of Sturgeon County.
Provide comprehensive research and analysis to support strategy development, e.g. current state assessment, environmental scanning. Coordinate internal subject matter experts in building the annual corporate environmental scan; training and facilitate department SWOT analysis to support planning.
Support the Strategic Services Manager in developing the Sturgeon County Strategic Plan and Corporate Business Plan.
Liaise with County departments to ensure departmental business planning and long-range planning initiatives are compatible with the overall corporate direction and the Sturgeon County Strategic Plan.
Develop guidelines and educational tools to assist in building organizational wide capacity in the areas of strategic business planning, performance measurement and reporting.
Collaborate and build integral relationships throughout the County with employees at all levels of leadership across the organization to help deliver a corporate planning, capacity building, and resource allocation framework for the organization.
Participate in and/or lead working groups by facilitating discussions and providing input in the execution of division/department priorities, project plans, and business cases.
Work closely with the Financial Services department in developing and integrating the Sturgeon County Strategic Plan and Corporate Business Plan with the long-term financial plans and annual budget.
Review and analyze projects, plans and policies in relation to the Financial and Strategic Planning Division and make recommendations based on these reviews.
Conduct ongoing primary and secondary research (involving the interpretation of qualitative and quantitative data and information) into best practices in strategic business planning, performance measurement and reporting, as well as emergent issues and trends. Look for innovative ways to enhance processes.
Develop and maintain external professional relationships to achieve effective partnerships for the fulfillment of corporate strategies and initiatives.
Facilitate the development of service levels, performance measures and targets for the organization.
Responsible for coordinating the semi-annual reporting processes and preparation of Council RFD.
Prepare and deliver professional planning presentations to all Managers, Leadership Team, and on occasion Council and Sub-committees of Council to support strategy and policy decisions.
Undertake strategic corporate initiatives identified by leadership team; conduct decision support analysis as required for key corporate and divisional decisions.
Act as a champion for continuous improvement and provide a positive environment and culture in which change can occur.
This position requires a Bachelor’s or Master’s degree in business administration, public administration or planning. A minimum of five (5) years of progressively responsible experience in a combination of strategic and operational planning, working with corporate performance measures, budgets, and business case development. Equivalent level experience and proven aptitude will also be considered. Knowledge on planning and reporting software, professional certification, knowledge and experience working in a municipal government would all be considered an asset.
