This Management position is responsible for the leadership and effective, efficient, and customer-centred operation of the Safe & Healthy Communities Department.
Reporting into the General Manager of Community Services, the Manager, Safe & Healthy Communities will have a team of five direct reports and a large and diverse portfolio. The responsibility and focus of this role will be to support the Community Services Division by providing administrative excellence and strategic oversight to deliver Recreation Services, Facility & Asset Management & Maintenance, Community & Neighbourhood Development, Family and Community Support Services, Housing and Homelessness supports, Safety and Resiliency supports, Emergency Social Services, Art & Culture Services and support for Corporate Initiatives.
Red Deer is a city in central Alberta, Canada. It is an economically dynamic region situated directly between Edmonton and Calgary along the vital QE 2 corridor. Responsible for preparing recommendations for the Divisional Strategic Plan and translating the Council Strategic Plan into respective Divisional initiatives and objectives, by clearly communicating them to Management and ensuring departmental goals and business plans are aligned with all strategies.
Responsible for planning, implementing and monitoring multi-year and annual objectives for the Department to meet strategic direction.
Provide leadership and guidance to Sections, monitoring the progress towards those goals and anticipating the resources required to achieve them.
Be well informed of everything that goes on in the organization and Department of oversight. This includes staff, budget, corporate assets, and all other corporate resources, to help make the best use of them in order to raise the City’s service levels as well as the City’s profile.
Develop, implement, administer and maintain Department policies and procedures, aligned with the City of Red Deer policy framework.
Direct Departmental planning, development, and delivery of programs and services, and foster changes and improvements that make these programs and services cost effective and efficient delivering quality services that support and improve the quality of life of the City’s residents and ratepayers.
Attend all related leadership meetings, and the meetings of such boards, committees, authorities, commissions, or other bodies as assigned or deemed necessary.
Be prepared and submit reports, answer questions, and provide appropriate recommendations regarding the above-mentioned areas.
Establish and foster positive relationships within the community, with other levels of government and the media, and act as a liaison on issues of community or corporate concern, in accordance with the City's external relations agenda.

Ensure effective financial planning and expenditure controls are in place and is accountable for fiscal responsibility, efficiency, and restraint, while maintaining integrity and effectiveness in all aspects of administration for programs and services of responsibility.
Participates in the preparation of annual budgets for operating and capital programs in accordance with guidance from the General Manager of Community Services pursuant to the Municipal Government Act.
Monitor and provide reports to the General Manager of Community Services on the operating and capital budgets, and report on variances between budgeted and actual expenditures.
Undertakes other tasks, projects, and responsibilities as required, within the scope of the position or as assigned
University Degree in Recreation, Social Services, Leadership or Business. A Postgraduate Degree would be considered an asset.
Supplementary educational courses in management, leadership and research methodologies (e.g. program evaluation and monitoring).
Ability to accept responsibility, act independently, make and defend decisions; yet acknowledge higher authority, listen to other opinions and modify.
7+ years’ experience in senior management.
A thorough knowledge of federal, provincial and municipal legislation and regulations.
Experience in community development relating to community safety and social issues, understanding of the philosophy and objectives of municipal recreation and culture initiatives and facility operation with experience in working with architectural/engineering consultants and contractors.
Demonstrated public relation skills, including the ability to speak effectively in public and work cooperatively with the media.
Demonstrated communications skills; including the ability to speak effectively in public and work cooperatively with the media, and to draft high quality reports and proposals.
Demonstrated skills in dealing with both exempt and unionized staff.
