The Right of Way Activity Technologist is responsible for implementing the Right-of-Way Construction Activity Permit (ROWCAP) program, reviewing / approving requested Temporary Traffic Control (TTC) plans, reviewing existing work zones compared to requested work, managing special roadway event permits and administering the Open-Cut program.
Responsibilities
Review, evaluate, comment on all ROWCAP applications to ensure proposed activities impact traffic operations as minimally as possible while maximizing infrastructure preservation
Provide technical expertise for temporary traffic control operations; provide information and comments to consultants, contractors, public and other departments related to municipal transportation rights-of-way
Review requested locations for activities for conflicts with County projects, third party approved projects and special events; evaluate all Special Roadway Event applications
Analyze existing plans and activities to make recommendations for improvement to the effectiveness and efficiency of temporary traffic operations
Conduct quality assurance on active construction sites focusing on adherence to approved ROWCAP
Administer Open Cut Program in all road rights-of-way; ensure proposed cuts adhere to standards and check for conflicting activities
Liaise with the public and other internal departments regarding rights-of-way activities
Review new technologies and opportunities for innovation to advance the ROWCAP processes and rights-of-way management activities
Skills and Abilities
Excellent knowledge of the Traffic Safety Act, Transportation Association of Canada’s Manual of Uniform Traffic Control Devices of Canada (MUTCDC), Alberta Transportation’s Traffic Accommodation in Work Zones, Strathcona County’s Traffic Bylaw and Right-of-Way Construction Activity Manual
Extensive knowledge of temporary traffic control and construction standards
Strong problem-solving skills with the ability to make decisions within the established methodologies and specifications
Excellent interpersonal and communication skills (written and verbal)
Strong attention to detail and analytical skills
Leadership skills with the ability to work well in a team environment
Proficiency in AutoCAD, ArcGIS, and the Microsoft Office suite
Qualifications
Diploma in Civil Engineering Technology or a Degree in Civil Engineering with a minimum of three years of related traffic operations, temporary traffic control, and/or roadway construction experience
Professional accreditation as a C.E.T. with the Association of Science and Engineering Technology Professionals of Alberta (ASET) or an E.I.T. with the Association of Professional Engineers & Geoscientists of Alberta (APEGA)
Active certification in Alberta Temporary Traffic Control from Alberta Construction Safety Association is preferred
Level 1 certification with the International Municipal Signal Association (IMSA) in roadway markings and signing would be an asset
Conditions of Employment
Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
