As a key member of the Financial Planning team, the Revenue Analyst is responsible for leadership, expertise, and stewardship in deferred revenue (i.e. levies, grants, etc.) and reserve accounting and forecasting for Strathcona County.
Reporting to the Treasury and Reserve Management Supervisor, the position communicates reserve policy and procedures, develops and coordinates corporate processes, completes complex analysis, prepares reports for decision makers, monitoring departmental transactions, and ensures ongoing internal controls are maintained.

Key Responsibilities Include:
Provide leadership, expertise and stewardship in deferred revenue and reserves accounting to corporate and department representatives, interpret and explain policy to ensure consistent application of Public Sector Accounting Standards (PSAS)
Provide deferred revenue accounting expertise to County departments to ensure financial accuracy and compliance with PSAS
Ensure accounting treatment of grant funds received aligns with the PSAS government transfers regulations, and work with departments to recommend proper recognition of revenue
Ensure accounting processes for the transfer of funds to and from reserves align with actual expenses, budget approvals, department requests
Coordinate strategic calculations, confirm optimal reserve balances and accounting for year-end carryover
Prepare detailed management reports, summary continuity schedules and detailed analysis for Deferred Revenue and Reserve activity and forecasting reports for reserves, grants, and levies for long range forecasting and financing strategies
Ensure accurate and timely revenue recognition for capital projects and monitor cost allocations for appropriateness and eligibility
Requirements:
Skills and Abilities
Knowledge of relevant legislation, public sector accounting standards, municipal policies and procedures
Strong interpersonal and relationship management skills, including ability to interact effectively with various teams and cross-department work groups
Excellent communication skills and ability to prepare accurate, clear and concise advice and supporting analysis in written and oral presentations
Ability to work independently and demonstrate initiative and resourcefulness
Effective organizational and time management skills to prioritize and complete work within timelines while ensuring strong attention to detail and accuracy
Proficiency with Microsoft Office Suite, including intermediate to advance level of Excel
Strong understanding of software and financial information/integrated ERP systems
Qualifications
Completion of a related degree and three years related experience in OR a related diploma and five years related experience, preferably in a municipal environment
Chartered Professional Accounting (CPA) designation in progress or completed would be considered an asset
