The role of Recreation, Culture and Tourism Manager provides oversight and leadership in the administration and implementation of the division’s strategic goals and operations, which include the NexSource Centre, Special Events, Culture and Tourism portfolios. The Manager promotes, provides, and supports creative and innovative planning and the effective and efficient use of resources. This position is accountable for the division’s commitment to meeting and maintaining service levels and the adherence to the policies and procedures of the organization.

Key Responsibilities Include:
Manages the day-to-day operations of the division.
Maintains an organization structure that maximizes the output of the quality and quantity of the work provided and needed to meet service level commitments.
Monitors performance, providing ongoing feedback and reviews for assigned staff on a timely basis to encourage continuous improvement, professional development and increase staff morale.
Ensures that all customer inquiries, and any other issues are responded to proficiently and professionally.
Develops and manages the division’s current and projected 3-year operating budgets.
Researches and submits applications for related grant opportunities, prepares budgets and monitors spending, ensures final accounting and reporting requirements are completed.
Identifies, plans, manages, and implements all projects, programs and services delivered by the division in alignment with the department’s strategic goals.
Leads and oversees the development of operating and capital project workplans, implementation and reporting.
Ensures risk management and safety programs are in place for contractors working in the section, and for members of the public participating in programs and services that are consistent with Town standards and policy as well as provincial and federal legislation.
Administers contracts, monitors progress and processes payments.
Promotes, plans, partners, and acts as a liaison with community organizations to deliver a broad range of recreation and cultural development opportunities.
Monitors and updates as required, lease agreements with community-based organizations.
Identifies recreation and cultural needs in the community and evaluates and modifies programs and services to reflect changing community needs and customer expectations.
Works collaboratively with partners to develop opportunities to meet those needs through both direct and indirect programming.
Initiates marketing, promotion, and programming initiatives in the community to ensure opportunities for access, use and, where applicable, revenue, are maximized.
Ensures cross-department and intra-department impacts are considered in the delivery of projects, programs, and services; leads cross department processes when required.
Leads and ensures compliance with safety requirements specific to the Town’s health and safety programs.
Coordinates, promotes, and implements health and safety requirements and adherence to Town policies and procedures for employees, contractors, volunteers and public through on-site inspections
Contributes to the development of department bylaws; policies; operating, risk management and emergency management procedures.
Post-secondary education related to recreation, business or project management is required
Minimum of five (5) years recreation management experience
Experience in a municipal environment is an asset
Experience with various software: audit, recreation programming, project management, etc.
Customer service driven
Able to communicate effectively with staff, peers, and the public under varied circumstances
Ability to organize, supervise, and evaluate the work of staff/contractors and to work with considerable independence
Promote a positive and supportive work atmosphere for all staff
