About the Opportunity:
Reporting to the Manager, Utility Services, the Public Services Project Manager is responsible for the day-to-day operation of all functions within Water, Wastewater, and Stormwater areas and will be responsible for the supervision of the area including project management, performance management, risk management, asset management, budgets, compliance with legislated requirements and the continued development of safe work procedures.
Responsibilities of the position include, but are not limited to:
- Supervise, direct, coach, train, mentor, support and develop two direct reports (Utility Services Operator and Infrastructure Applications Administrator) and align team vision, strategy, and outcomes with organizational goals, strategic plans and business needs
- Project management as it relates to the development and execution of capital municipal projects including, but not limited to, the sanitary sewer system, water distribution system, stormwater collection system and related structures
- Prepare required RFP documents for services and participate in the selection process of the successful proponent, etc.
- Review drawings and specifications developed by consultants to ensure compliance to the City of Leduc’s Engineering standards and best practices
- Assist with the preparation of the Utility Services budget and ongoing budgetary responsibilities
- Contract management as it pertains to contractors and consultants
- Asset management, including seeking out opportunities for the development of software integrations for the City’s asset management software; ongoing development of the software including development of a risk assessment model for all City assets; development and maintenance of the City’s vehicle replacement criteria; development of a service level model utilizing standard asset management practices; and coordination with Engineering regarding the development of asset management procedures
- Water distribution and wastewater collection as it pertains to facilitating all requirements in the legislated Code of Practice for a Waterworks System consisting solely of a Water Distribution System; assist in maintenance of the legislated Drinking Water Safety Plan; perform water quality testing, analysis and preventative maintenance; operation and maintenance of all associated water valves including testing, operation and maintenance of fire hydrants and installation and repair of water meters; operation and maintenance of storage reservoirs and associated pumping facilities and all associated equipment
- Provide training, technical advice and guidance to fellow Operators to facilitate an efficient, safe and well-run water distribution system and wastewater collection system
- Assist in developing and maintaining standard/emergency operating procedures for all processes related to the operation of the City of Leduc and the Capital Region Southwest Water Services Commission’s water systems and wastewater collection system
- Troubleshoot, repair and maintain storm and sanitary laterals; investigate, repair and maintain all storm/wastewater mains; operation and maintenance of lift stations; perform water quality testing and analysis.
- Oversee health, safety and wellness of team; perform site/facility inspections and field inspections as required for team, consultants and contractors; development and review of safe work procedures and emergency operating procedures
- Participate in rotational on call duties.
